1. Preferential services provided by the state

According to the opinions on strengthening preferential treatment for military personnel, their family members, veterans and other preferential treatment recipients issued by the Ministry of Veterans Affairs and 20 other departments in 2020, national preferential treatment covers eight aspects: honor incentives, life, pension, medical care, housing, education, culture and transportation, and other preferential treatment.

2. Preferential services provided by various places for local certificate holders

Shandong Province: Covers all aspects of honor incentives, living security, elderly care services, medical care and housing, retirement placement, employment and entrepreneurship, education and training for preferential treatment recipients. The list clearly states that urban public transportation will be free for retired military personnel, proposes the selection of retired military personnel to work in grassroots organizations, and also proposes a rest system for preferential treatment recipients.

Hubei Province: Clarified many aspects including honor incentives, cultural tourism, elderly care, and medical care. Elderly care services and nursing subsidies are provided to the elderly and self-dependent preferential card holders in low-income urban areas and rural low-income families, with the subsidy standard being no less than 100 yuan per person per month.

3. Preferential Agreement for Partners

Services covered by various preferential agreements signed between the Ministry of Veterans Affairs and relevant partner organizations. 3. How to apply for a preferential card and what are the requirements?

According to the "Administrative Measures for Preferential Cards for Veterans and Other Preferential Treatment Objects (Trial)" issued by the Ministry of Veterans Affairs on December 13, 2021, it can be known that:

1. In principle, retired military personnel and families of martyrs, families of military personnel who died in the line of duty, families of military personnel who died of illness, and other preferential treatment recipients should apply to the retired military personnel service station in the township (street) where their household registration is located. If you do not reside permanently in your registered place of household registration, you can apply to the veterans service station in the township (street) where you reside.

2. Applicants can apply for a preferential card issued by the province of their registered residence or permanent residence.

If you apply for a preferential card issued by the province of your permanent residence, you must comply with the relevant regulations of the Department of Veterans Affairs of the province (autonomous region, municipality) where you have permanent residence. If the applicant does not meet the relevant regulations of the Department of Veterans Affairs of the province (autonomous region, municipality) where he/she resides, the preferential card may be issued to the province where the applicant is registered according to the applicant's wishes.
