Policy for improving the academic qualifications of veterans in 2022 In 2022, preferential policies will be implemented, such as exemption from examination for retired ordinary higher vocational (junior college) soldiers from ordinary junior college to undergraduate admissions and special master's degree admissions program for retired college student soldiers. Recently, the Ministry of Veterans Affairs issued the "Twenty-three Articles Summary of Education and Training Policies for Retired Soldiers", which involved the 22-year examination exemption policy requirements for retired soldiers: Starting from the 2022 enrollment, graduates of higher vocational colleges (junior colleges) and students in school (including college freshmen) who enlist in the army and complete their higher vocational college (junior college) studies after retirement can apply for a junior college to a bachelor's degree and be exempted from taking the cultural subject examinations. Relevant colleges and universities organize comprehensive assessments of career adaptability or professional skills, conduct comprehensive evaluations, and admit the best candidates. 2. What preferential treatment will veterans receive for improving their academic qualifications in 2022? (I) Preferential treatment for college student soldiers returning to school after retirement 1. Those who have been admitted to ordinary colleges and universities and retained their admission qualifications or student status before joining the army are allowed to enroll or return to school within 2 years after retirement. 2. Tuition compensation, national student loan repayment, and tuition reduction will be implemented for college students who enlist in the military to perform compulsory military service, are recruited as non-commissioned officers, or return to school after retirement. The amount of tuition compensation or national student loan repayment will be based on the higher amount of the tuition actually paid by the students or the national student loan obtained (including the principal and the interest accrued before all repayments). The amount of tuition reduction after returning to school will be based on the actual tuition charged by the college. The standards for tuition compensation, national student loan repayment and tuition reduction are no more than RMB 8,000 per student per year for undergraduate students and no more than RMB 12,000 per student per year for graduate students. No compensation, reimbursement or exemption will be given for the portion exceeding the standard. In addition, they can enjoy scholarships, grants and other preferential treatment in accordance with relevant national regulations. If their families are financially difficult, they can be given financial assistance in accordance with relevant national regulations. 3. After admission or during the period of returning to school, students can be exempted from courses such as public physical education, military skills and military theory and obtain credits directly. Those who participate in the selection of national defense students after admission or resuming their studies, participate in the selection of candidates for rural grassroots service projects organized by the state, and participate in the selection of officers after graduation will be given priority admission. (II) Preferential policies for taking the National College Entrance Examination after discharge from the military 1. Retired soldiers who are self-employed can add 10 points to their total score in the National College Entrance Examination. 2. Those who have won second-class merit or above during their service or have been awarded honorary titles by war zone (formerly major military region) and above units can add 20 points to their total score in the unified examination. Retired candidates will be given priority in admission under the same conditions as other candidates. 3. Tuition fee reduction will be implemented for those who have been retired for more than one year, found employment on their own, and are admitted to higher education institutions through the national college entrance examination or the independent recruitment of higher vocational colleges. The amount of tuition reduction shall be based on the actual tuition amount charged by the higher education institution. The standards for tuition compensation, national student loan repayment and tuition reduction are no more than RMB 8,000 per student per year for undergraduate students and no more than RMB 12,000 per student per year for graduate students. (III) Preferential policies for college students to take postgraduate entrance examinations after discharge from the military 1. Graduates of ordinary colleges and universities who have enlisted in the military and discharged from the military can take the national postgraduate entrance examination within 3 years of their discharge from the military and enjoy a policy of adding 10 points to their total score in the preliminary examination and priority admission under the same conditions. 2. Those who have been awarded second-class merit or above during their military service and meet the application requirements can be exempted from the preliminary examination to pursue postgraduate studies. 3. Implement a special graduate program for retired college soldiers, with voluntary registration, unified recruitment, independent admission scores, and admission based on merit. 4. Graduate students will be provided with funding of no more than RMB 12,000 per student per year. (IV) Preferential policies for participating in higher vocational education 1. For retired soldiers who meet the registration requirements for the college entrance examination and apply for higher vocational colleges, the provincial education department will guide the relevant higher vocational colleges to adopt voluntary registration, separate plans, and separate admissions in the higher vocational classification entrance examination to ensure that those who have the intention to continue their studies and meet the basic training requirements can be admitted. 2. Retired soldiers can be exempted from the cultural quality test, and each school will organize a professional adaptability interview or skill test related to the applied major. After admission, retired soldiers will be managed under a credit system, receive diversified teaching, have flexible study hours, and be encouraged to work and study while combining work and study. For those who have been retired for more than one year and are self-employed, and who are new students who have been admitted to higher education institutions through the national college entrance examination or the independent recruitment of higher vocational colleges and have registered, tuition fee reduction will be implemented at a maximum of RMB 8,000 per student per year. (V) Preferential examination policies for upgrading from junior college to undergraduate after retirement 1. Some provincial public undergraduate colleges designated by provincial administrative departments will provide undergraduate education starting from junior college, adopt the method of separate planning, voluntary registration, unified examination, and separate admission, and recruit retired soldiers with ordinary higher vocational (junior college) diplomas from the province (autonomous region, municipality). Students usually study at school for 2 years. 2. The enrollment plan for undergraduate education from junior college onwards is separately listed within the total annual undergraduate enrollment plan of ordinary colleges and universities in each province (autonomous region, municipality) approved by the state, and generally does not exceed 30% of the number of retired soldiers with ordinary higher vocational (junior college) diplomas in the province (autonomous region, municipality) in that year. (VI) Policy for admission to adult undergraduate programs 1. For retired soldiers who take the adult college entrance examination, the provincial adult college entrance examination office can add 10 points to their admission score based on the test scores. 2. Ordinary higher vocational (junior college) graduates who have enlisted in the military to serve their compulsory military service and have been discharged can apply for exemption from examination to study in the associate degree to bachelor's degree program of adult colleges in their province (autonomous region, municipality) by presenting their ID card, ordinary higher vocational (junior college) diploma, and soldier's discharge certificate. (VII) The latest policies for 2020-2022 This year, the Ministry of Education and the Central Military Commission's National Defense Mobilization Department jointly issued the "Notice on Doing a Good Job in the 2020 College Student Recruitment" (Military Mobilization [2020] No. 485). Starting from 2021, the enrollment scale of the "retired college student soldiers" program will be expanded to 8,000 people per year; starting from 2022, college student soldiers from ordinary higher vocational colleges (junior colleges) can be admitted to ordinary undergraduate programs without examination.
