On February 25, the Ministry of Culture and Tourism issued the "Guidelines on Epidemic Prevention and Control Measures for the Reopening of Tourist Attractions", requiring real-name registration for visitors to scenic spots. So what exactly is the situation? What other requirements are there besides real-name registration? What is the specific situation of real-name registration for scenic spot visits? On the 25th, the Ministry of Culture and Tourism issued the "Guidelines for Epidemic Prevention and Control Measures for the Restoration and Opening of Tourist Attractions", requiring tourist attractions in various places to continue to implement epidemic prevention and control, implement real-name ticketing, record the contact information, transportation information and other information of tourists entering the park, and use big data and other means to conduct dynamic monitoring of tourist information. The main approach to implementing real-name registration is: real-name ticketing should be implemented, and appropriate methods should be used to fully record the contact information, transportation information, etc. of tourists entering the park to make it searchable and traceable. Tourist attractions are encouraged to actively use big data and smart means to conduct dynamic monitoring of tourist information. What other requirements are there besides real-name registration? I. General requirements for the opening of scenic spots (1) Adhere to the principle of zoning and grading, and avoid a "one-size-fits-all" approach. In accordance with the requirements of preventing imported cases and internal spread, a comprehensive assessment will be conducted on the conditions and necessity of opening tourist attractions. Tourist attractions in high-risk areas of the epidemic will be temporarily closed, and the opening of tourist attractions in medium-risk and low-risk areas will be decided by the local party committee and government. (2) Improve the emergency response mechanism for epidemic prevention and control. We must continue to put epidemic prevention and control first, and do not relax in our efforts to carry out all prevention and control work. Before resuming opening, the scenic spot should prepare the "Emergency Plan for the Prevention and Control of New Coronavirus Pneumonia in Tourist Attractions" in advance to clarify the emergency measures and handling procedures for epidemic prevention and control. The main person in charge of a tourist attraction is the first person responsible for epidemic prevention and control in the attraction. The prevention and control responsibilities must be assigned to departments and individuals to ensure that all measures are implemented in place. (3) Take the initiative to carry out publicity and guidance. We must proceed from the overall situation of prevention and control, actively carry out public publicity and guidance, enhance the public's awareness of epidemic prevention and control, avoid the large-scale cross-regional movement of people caused by the opening of scenic spots, increase the risk of epidemic prevention and control, or cause the public to misjudge the epidemic prevention and control situation. 2. Strengthen health monitoring and management of scenic spot employees 4. Carry out employee health monitoring and reporting. Employee health management should be carried out in accordance with local requirements, and employee travel routes should be kept track of. People from areas with severe epidemics should be subject to home or centralized quarantine medical observation. The "one entry, one test, and one registration" system should be implemented. Body temperature must be checked before entering the scenic area, and any abnormal situation must be reported in a timely manner. We must care about the physical and mental health of employees and provide timely relief and guidance. (V) Strengthen training on epidemic prevention and control. Employees should be trained on infectious disease prevention knowledge, emergency response to sudden incidents, etc. to ensure that they have the necessary prevention, control and handling knowledge and capabilities before taking up their posts. (6) Strictly implement work standards. The requirements of "wearing masks, washing hands frequently, and keeping distance" should be strictly implemented to ensure personal protection. Reduce the gathering of people, strengthen employee dining management, and implement staggered dining hours; reduce the number of meetings held, and meetings that must be held should be shortened in time and controlled in scale. 3. Ensure public health in scenic spots and prevent and control venues (VII) Strengthen cleaning and disinfection. Closed buildings, public places, sanitary facilities, amusement equipment, catering places, etc. in scenic areas should be ventilated, cleaned and disinfected in a timely manner. Hand washing, shower and other facilities in the scenic area should be kept in normal operation. Do a good job in sorting and disposing of garbage in scenic spots. (8) Provide good medical services. Scenic spots with the conditions should prepare necessary medicines and protective materials; those without the conditions should establish contact with medical institutions. (IX) Implement opening up in different areas and items. Each scenic spot should gradually resume opening according to different regions and projects based on actual conditions. Places that do not meet the conditions for opening and projects that easily form gatherings of people may not be opened yet or may be opened later. 10. Ensure equipment safety. Safety inspections should be carried out on scenic area transportation and facilities and equipment to ensure that they meet the conditions for resuming operations and safety management requirements. 4. Strengthening the management of scenic area tours 11. Strictly control the flow of tourists. The scenic area sets its carrying capacity scientifically and reasonably. We must effectively adopt measures such as ticket reservations and smart guidance to scientifically divert and direct tourists and do a good job of pre-emptive control of tourist flow checkpoints. 12. Prevent gathering of people. Tourists should be arranged to enter the park in different time periods and intervals. Management personnel should be deployed at the entrances and exits of scenic spots, important sightseeing spots and other places where people are likely to gather to strengthen the management of tourist order. Optimize tour routes. (13) Implement real-name registration. Real-name ticketing should be implemented, and appropriate methods should be used to fully record the contact information, transportation information, etc. of tourists entering the park to make it searchable and traceable. Tourist attractions are encouraged to actively use big data and smart means to conduct dynamic monitoring of tourist information. 14. Strengthen protection for tourists. Tourist attractions are encouraged to adopt methods such as Internet ticket sales and QR code ticket verification to effectively reduce human contact. Visitors are allowed to enter the park only after having their temperature taken and wearing masks. Maintain distance between people in places such as transportation, ticket purchasing, sightseeing, rest, and dining. Catering service units should strengthen the cleaning and disinfection of reusable tableware or use disposable tableware. (15) Strengthen on-site inspections. Additional personnel should be added to intensify patrols in scenic areas, and timely admonishments should be given to those who do not comply with epidemic prevention and control requirements, such as arbitrarily removing masks, spitting, and other uncivilized tourist behaviors, so as to effectively maintain the order of scenic area tours. (16) Strengthen the publicity of prevention and control knowledge. Management measures for the resumption of scenic spots and knowledge on epidemic prevention and control should be released in a timely manner through official websites, WeChat public accounts, tourist service centers, signboards, broadcasts, electronic display screens and other platforms to help tourists grasp the key points of protection, enhance protection awareness, and cooperate with prevention and control work. V. Timely and effective handling of abnormal situations (17) Strengthen communication and coordination. Strengthen coordination with local health and epidemic prevention, culture and tourism departments, and report any abnormal situations in a timely manner. 18. Make good response and disposal. If any scenic spot finds employees or cases with suspected symptoms, it must immediately take isolation measures, strengthen the tracking of close contacts and disinfection of epidemic sites, temporarily close the scenic spot, and resume opening after the situation is under control and approved according to procedures. |
