In order to thoroughly implement General Secretary Xi Jinping’s important speech on the prevention and control of the new coronavirus pneumonia epidemic and the spirit of the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, and fully implement the decisions and arrangements of the CPC Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government on epidemic prevention and control, and focus on the working principle of "highlighting key points, coordinating and balancing, classified guidance, and regional responsibility" and the specific requirements of "taking counties as units, and formulating differentiated prevention and control strategies by region and level", we will effectively coordinate the prevention and control of the epidemic in the education system and the opening of the spring semester of 2020, and steadily and orderly promote the implementation of campus epidemic prevention and control measures and preparations for the start of school. With the approval of the Qinghai Provincial Government, the General Office of the Provincial Government issued the "Notice on Coordinating the Prevention and Control of the New Coronavirus Pneumonia Epidemic and Preparing for the Opening of the Spring Semester of 2020" on February 25, which made arrangements and deployments on matters related to campus epidemic prevention and control and the opening of the spring semester. Working Principles (a) Adhere to the principle of controllable epidemic situation. In accordance with the Ministry of Education’s requirement that “schools must not open until the epidemic is effectively controlled,” schools of all levels and types (including private schools and kindergartens, the same below) will not open until the province’s first-level response to major public health emergencies is adjusted. (2) Adhere to the principle of regional policy implementation. In accordance with the three types of areas defined by the provincial government, namely “key prevention and control areas, non-key prevention and control areas, and general prevention and control areas”, we will scientifically assess the epidemic prevention and control situation and study the opening of schools in different regions. (3) Adhere to the principle of staggered school opening. The start time of school for different stages of education, such as colleges and universities, primary and secondary schools, and kindergartens, is determined based on the characteristics of the student source structure, educational and teaching needs, and regional prevention and control levels. II. Work measures (I) Strengthen work responsibilities 1. Strengthen local management responsibilities. County-level people's governments shall fulfill their main responsibility for coordinating regional epidemic prevention and control and school opening. They shall include all schools of all levels and types within the county into the joint prevention and control network for the epidemic. In accordance with the principle of "one area, one policy", they shall formulate county opening plans and epidemic prevention and control emergency plans, coordinate relevant departments in the region, form a working synergy, and ensure campus safety. 2. Strengthen the responsibility of the campus. The Party Committee Secretaries of all colleges and universities are the first responsible persons for the school's epidemic prevention and control and school reopening. The main party and government leaders of primary and secondary schools (kindergartens) are joint responsible persons. They must effectively play a leading role, coordinate all parties, promote in an overall manner, implement precise policies, and do a good job in the school's epidemic prevention and control and school reopening to ensure the order of education and teaching. 3. Strengthen teachers’ responsibility to educate students. Teachers must strictly follow the requirements of epidemic prevention and control, popularize epidemic prevention and control knowledge, and educate and guide students to develop good hygiene habits. We must focus on our main job of teaching and educating, and prepare for the new semester's courses in advance. 2. Strengthen various safeguards 1. Stock up on prevention and control materials. All county-level people's governments should, in accordance with the principle of local management, coordinate the provision of epidemic prevention and control materials to schools within their jurisdictions to ensure that reserves are in place before school starts. Local finance and education departments should provide financial support. 2. Strictly implement campus prevention and control. County-level health and health departments should strengthen professional guidance on campus epidemic prevention and control work, train school doctors and other front-line campus prevention and control personnel in advance, and guide schools to scientifically improve temperature measurement, disinfection and other work processes. All teachers, students and school logistics staff returning from outside the province will be subject to 14 days of isolated medical observation, and the schools and communities will implement a "one-to-one" system; people moving across regions within the province will have their travel history and health status for 14 days before returning to school registered by their schools, and can only return to school after being confirmed to be in good health. 3. Implement safety measures. Schools at all levels and of all types should, while doing a good job in epidemic prevention and control, coordinate the safety management of school buildings, food, drinking water, school buses, fire protection, laboratories, etc., and prevent other safety accidents. 4. Make good teaching arrangements. Schools should organize teachers and staff to return to work early according to the start of school and carry out various preparatory work. We should speed up the formulation of teaching plans and organize teachers to prepare lessons and receive professional training in advance. It is necessary to comprehensively overhaul educational and teaching facilities and equipment, coordinate the timely arrival of teaching materials and supplementary teaching materials to meet the conditions for the start of school.
III. Relevant requirements (a) Strengthening organizational leadership. All regions and schools at all levels and types should strengthen their awareness of the overall situation, responsibility and coordination. County-level people's governments should strengthen the organization and leadership of epidemic prevention and control and school reopening in their regions, adhere to the differentiated epidemic prevention and control requirements of precise zoning and grading, adhere to the "two-pronged approach, two-way promotion, and no mistake" approach, consolidate and expand the results of epidemic prevention and control, and ensure the safety of campuses and teachers and students. 2. Strictly follow the school opening procedures. Schools at all levels and types must strictly implement the requirements for resuming school and the local epidemic prevention and control arrangements, and must be evaluated and approved by the local county-level people's government before they can start school. Colleges and universities and other non-county schools must resolutely obey the "county-based" epidemic prevention and control work requirements, and it is strictly forbidden to bypass local management and start school without authorization. For those who fail to comply with the local management requirements, the county-level people's governments will promptly report to the school's competent department. (3) Pay attention to education and guidance. All regions should increase the intensity of information disclosure, promptly inform parents, students and all sectors of society about the preparations for the start of school, respond to social concerns, eliminate psychological doubts, and scientifically guide the implementation of epidemic prevention and control measures to avoid excessive prevention and control that may cause teachers and students to be afraid to return to school. (IV) Strengthen supervision and inspection. All regions should increase targeted supervision and inspection efforts, strengthen follow-up and accountability through on-site inspections, open and secret inspections, and ensure that all work measures and work requirements are implemented in detail.
