Today, it was learned from a press conference held by the Information Office of the People's Government of Shanxi Province that from October 1, Shanxi will ban the production, operation, storage, transportation and illegal use of fireworks and firecrackers throughout the province.

On August 17, the "Notice of the Shanxi Provincial People's Government on Prohibition of Production, Operation, Storage, Transportation and Burning of Fireworks and Firecrackers" was officially issued and implemented. In accordance with the requirements, the Shanxi Provincial Emergency Management Department will conduct a box-by-box inventory and registration of existing products in warehouses and retail stores of fireworks and firecracker wholesale companies, and compare them with the fireworks and firecracker flow system to accurately grasp the existing inventory quantities. Targeted measures of "one enterprise, one policy" are adopted to guide enterprises to return products that have not fulfilled their contracts to the factory; products that do not meet the specified requirements will be destroyed in accordance with the law; and for enterprises' inventory products that have not been cleared on time, the local county-level people's government will organize the public security, ecological environment, emergency and other departments to destroy them.
The disposal of fireworks and firecracker enterprises' business licenses is carried out simultaneously, a batch of inventories are cleared, a batch are cancelled in a timely manner, and the license cancellation disposal work is carried out in batches and by category. Before October 1, municipal and county emergency management departments will complete the cancellation of fireworks and firecrackers wholesale and retail business licenses in accordance with their division of responsibilities, and promptly report the cancellation of business licenses to the public security, market supervision and other departments.
In accordance with provincial government regulations, public security organs will no longer approve "Fireworks and Firecrackers Road Transport Permits" and "Fireworks Display Permits." If it is necessary to hold a fireworks show or other large-scale professional fireworks display due to major holidays, important events, etc., the public security organs shall apply for road transport and fireworks permits with the consent of the people's government at or above the county level, and the fireworks shall be set off by professional fireworks units at the designated time and place, and the public security organs shall supervise.
The Shanxi Public Security Bureau will work with relevant departments to organize special forces to fully investigate and confiscate illegal fireworks and firecrackers, and severely punish cases of illegal production, operation, storage and transportation of fireworks and firecrackers in accordance with the law. According to the "Fireworks and Firecrackers Safety Management Regulations", anyone who illegally sets off fireworks and firecrackers will be ordered by the public security organs to stop setting off fireworks and firecrackers and will be fined not less than RMB 100 and not more than RMB 500; if it constitutes an violation of public security management, public security management punishment will be imposed in accordance with the law. For those who hold fireworks shows or other large-scale fireworks activities without permission, the public security organs will order them to stop the fireworks and impose a fine of not less than RMB 10,000 yuan but not more than RMB 50,000 yuan on the responsible units.
