Some went directly from Shanghai to Wuhan and Changsha, and then were placed in centralized quarantine after arrival. Recently, many places have also issued the latest notice on the return of migrant workers from Shanghai. Do those returning home have to pay for the quarantine expenses themselves? The latest policies of various regions are summarized as follows:

1. The latest notice on Shanghai migrant workers returning home in 2022

1.2022 Latest Notice from Heshan City, Guangdong Province on Returning Home from Shanghai:

People coming to (or returning to) Heilongjiang from Shanghai recently must report in advance before returning to Heilongjiang, and the local prevention and control department will be responsible for point-to-point closed-loop pick-up.

2.2022 Henan's latest notice on Shanghai migrant workers returning home:

First of all, people coming to or from Zhengzhou must report and report actively 3 days in advance. You can log in to the Zhenghaoban APP or Alipay APP system to report.

Secondly, people coming to or from Zhengzhou from outside the city must provide two codes and one certificate (proof of negative nucleic acid test within 48 hours, and cooperation with verification of health code and travel code) when entering Zhengzhou.

3.2022 Latest notice from Wuhu, Anhui Province on migrant workers returning home from Shanghai:

College students returning to Wuhu from Shanghai and other epidemic areas will be subject to 7 days of centralized quarantine and 7 days of home health monitoring after arriving in Wuhu (during the 7-day quarantine, three nucleic acid tests must be carried out on the 1st, 4th and 7th days. Among them, double sampling and double testing will be carried out on the 7th day, and home health monitoring can only be carried out after the results are negative).

4.2022 Hubei's latest notice on migrant workers returning home from Shanghai:

Different policies are implemented for different situations. First, people who live in Wuhan will be subject to 14 days of centralized isolation and 7 days of home health monitoring. People who live in cities other than Wuhan in Hubei Province will be subject to centralized isolation for 3 days. If all the results are negative, they will be sent by vehicles from the provincial cities and prefectures to the isolation point on the fourth day for closed-loop transfer back to their place of residence to continue centralized isolation. For those whose destination is outside Hubei Province, they must be quarantined for three days and only after all test results are negative can they purchase tickets and be transferred to the station or airport in a closed loop via the street where the quarantine point is located.

5.2022 Hunan’s latest notice on migrant workers returning home from Shanghai:

People coming to (returning to) Changsha from Shanghai must report through the My Changsha APP or My Changsha mini program two days in advance. They can also choose to report to the community (village) at the destination, work unit or hotel where they are staying by phone or entrusting relatives, friends or colleagues, and cooperate with various prevention and control work as required. They must hold a negative nucleic acid test certificate within 48 hours when entering Changsha. Cooperate with the closed-loop transfer, and implement 7 days of isolated medical observation + 7 days of home health monitoring as required after arriving in Changsha.

6.2022 Chongqing's latest notice on migrant workers returning home from Shanghai:

People coming to or returning to Chongqing from Shanghai will be subject to 7 days of centralized quarantine + 7 days of home quarantine (calculated from the time of leaving Shanghai, until 14 days; those who do not meet the conditions for home quarantine will be subject to centralized quarantine). During the centralized quarantine period, nucleic acid tests will be conducted once on the 1st, 3rd, 4th and 7th days.

7.2022 Shanxi's latest notice on Shanghai migrant workers returning home:

People entering or returning to Shanxi must report 2 days in advance. People coming (or returning) to cities or prefectures where cases have been reported within 14 days but whose risk levels have not been adjusted will be assigned a yellow code, picked up point-to-point, and subject to 7+5 days of isolated medical observation at home or in a health station.

2. Do people returning to their hometowns from Shanghai in 2022 have to pay for their own quarantine?

Whether the quarantine costs for people returning home from Shanghai are self-paid or free depends on the latest notifications from various places. For example, in Jiangmen Heshan, people coming to (or returning to) Heshan from Shanghai are provided with free accommodation during the period of centralized quarantine, but they are required to pay for their own meals. In addition, many places have introduced policies to exempt college students leaving Shanghai and returning home from centralized quarantine fees, and the fees already paid will be refunded. Dongguan Feng Chao editor has sorted out the list of regions that are exempt from quarantine fees for college students returning home from Shanghai:

1. Wuhu, Anhui: The preferential policy for quarantine of college students returning to Wuhu on May 21 has been determined. All quarantine costs for college students are free of charge. If college students quarantined in Wuhu have already paid the fees, all fees will be refunded.

2. Zhengzhou, Luohe, Shangqiu, etc. in Henan: Considering that college students have no source of income, Zhengzhou will quarantine these students returning to Henan for free. It was learned from the Luohe City's Regular Epidemic Prevention and Control Command that the counties and districts in Luohe are not allowed to persuade Luohe students to return, and all quarantine fees are waived. In addition, college students returning to Shangqiu can report quarantine in advance for free.

3. Chengdu, Sichuan: College students who return home from the epidemic area and are quarantined in Chengdu will be exempted from accommodation fees in the quarantine facility during the centralized quarantine period with their student ID and other valid documents.

In general, the latest notices from various places regarding Shanghai migrant workers returning home in 2022 have different policies for different groups of people. Those who return home by purchasing train tickets or air tickets only need to register at the place of departure and be released with approval, and no longer need proof from the receiving place. The quarantine fee for people returning to their hometowns in Shanghai is free for college students, but not for other people.
