Recently, the China Association of Automobile Manufacturers announced the production and sales of new energy vehicles in March this year. With the introduction of the recommended catalog and local subsidy policies, the production and sales of new energy vehicles in March increased year-on-year, and the market is expected to continue to heat up in the second quarter. The author sorted out the local subsidy policies recently issued to see which region is the most generous.

Beijing: Subsidy policy is fair

It is understood that Beijing was the first region to introduce the 2017 local subsidy policy. Although it went through many rounds of discussions, the final adjustment was relatively standard, mainly due to the reduction in the subsidy amount. Specifically, the subsidy for each pure electric passenger car ranges from 10,000 yuan to 22,000 yuan, and the maximum subsidy for each fuel cell passenger car is 100,000 yuan. Beijing: Subsidy policy is standard

In addition, Beijing has re-verified the registration of new energy passenger car manufacturers and products. New energy passenger car manufacturers and products that completed registration in Beijing before 2017 need to be re-verified, and the original registration information will no longer be used as the basis for enjoying Beijing’s new energy passenger car separate license plate configuration and municipal financial subsidy policies.

Jiangsu Province: Weird regulations and eliminating subsidy fraud

Subsidy standards: According to Jiangsu Province's "Notice on Doing a Good Job in Local Financial Subsidies for the Promotion and Application of New Energy Vehicles in 2017", subsidies for new energy vehicles range from 9,000 yuan per vehicle to 100,000 yuan, and the subsidy funds provided by local finances shall not exceed 50% of the central government's subsidy for the corresponding vehicle model.

The author noticed that there is a rather "odd" statement in Jiangsu Province's policy, namely: private consumers are limited to purchasing new energy passenger vehicles. Although it is rare for individuals to purchase new energy buses and special-purpose vehicles, the author believes that this should not be a one-size-fits-all approach.

In addition, in order to regulate the development of the industry, Jiangsu Province has made it clear that no subsidies will be provided for idle vehicles and charging facilities.

Gansu Province: New energy vehicle subsidies reduced

Gansu Province stipulates that for new energy vehicles purchased in the province after January 1, 2017 (including that day) that meet the subsidy application conditions, the financial subsidy standards will be adjusted to: the provincial government will implement 35% of the adjusted central government subsidy standards, and the municipal (prefectural), county (city, district) government will implement 15% of the adjusted central government subsidy standards. The total subsidy ratio of provinces, cities, and counties is 50% of the central government subsidy.

Fuzhou: The promotion of new energy vehicles in 2016 was not as expected, and we need to work hard in 2017

According to the regulations, the local subsidy standard for new energy non-public transport vehicles promoted by Fuzhou City in 2016 will be 1:1 according to the national standard for the same period. The local subsidy standard for new energy vehicles purchased from January 1, 2017 will be adjusted accordingly according to relevant national regulations. The subsidy standard for 2017-2018 will be reduced by 20% from the 2016 level, and the subsidy standard for 2019-2020 will be reduced by 40% from the 2016 level.

The author learned from the Fuzhou Municipal Government that the promotion target of new energy vehicles in Fuzhou in 2016 is 1,000 vehicles. However, due to the gap in the subsidy policy for new energy vehicles (the implementation period of the previous round of subsidy policy was 2013-2015), etc., by the end of 2016, Fuzhou had promoted and applied about 400 new vehicles (all passenger vehicles), which was far from the target. In order to accelerate the promotion and application of new energy vehicles, Fuzhou has introduced corresponding new energy vehicle subsidy policies. At the same time, in order to ensure the registration volume of new energy vehicles in the city and facilitate management, the policy stipulates that the ownership of new energy vehicles shall not be transferred to users outside the city within 3 years.

Shanxi Province: The most direct local protection?

In March this year, Shanxi Province issued the "Notice on Adjusting the Subsidy Policy for New Energy Vehicles", which clearly stated that from January 1, 2017, electric vehicles produced by vehicle manufacturers in the provincial announcement that are included in the Ministry of Industry and Information Technology's "Recommended Model Catalog for the Promotion and Application of New Energy Vehicles" and achieved terminal sales will be given provincial marketing subsidies at 50% of the national subsidy funds for the same period. At the same time, provincial subsidies for the promotion and application of electric vehicles will be cancelled.

The most eye-catching policy in Shanxi Province is not the reduction of subsidies, but the exclusion of foreign enterprises, which means that if foreign enterprises want to compete with local enterprises, their advantages will be significantly weakened.

Xi'an: Many preferential policies for new energy vehicles

Xi'an's new energy vehicle promotion plan mentioned that the subsidy standard for new energy vehicles will be adjusted. For units and individuals who purchase new energy vehicles, local financial subsidies will be given at a ratio of 1:0.5 in the public service sector and 1:0.3 in the non-public service sector. Local financial subsidies (the sum of local financial subsidies at all levels) shall not exceed 50% of the central government's single vehicle subsidy.

In addition, preferential policies such as exempting new energy vehicles from license fees and allowing new energy vehicles to run on the city’s bus lanes are also provided.

Summary: 1) Subsidy intensity: Although Xi'an has not clarified the details of new energy vehicle subsidies, judging from the existing policies, the preferential policies for new energy vehicles are the most abundant. In addition to the most direct financial subsidies, the road rights are also quite attractive; 2) Rewards and punishments: Consumers who purchase new energy vehicles can enjoy different policy dividends in various places, but at the same time, they must ensure the normal use of the vehicle and report materials in accordance with the corresponding subsidy application regulations. For idle vehicles, no subsidies will be given, and for consumers who provide false materials to defraud subsidy funds, the subsidy funds will be recovered and included in the corporate and personal integrity records; 3) Local protectionism: The debate on local protectionism has a long history, but compared with those regions that adopt euphemistic practices, Shanxi Province can be said to be very simple and crude.
