Foreign automakers call on China to relax electric vehicle sales quota system
In a June 18 email to Miao Wei, China's Minister of Industry and Information Technology, global automakers weighed in on key provisions of China's latest new energy vehicle policy. The new policy calls for hybrid and electric vehicles to account for one-fifth of China's auto sales by 2025, with sales quotas to start in 2018. "The proposed implementation dates cannot be met. If not adjusted, this will have a blanket impact on the product lines of most automakers doing business in China," the email said. "At a minimum, the dates need to be delayed by a year or some flexibility needs to be added." The email was signed by the American Automotive Policy Council (AAPC), the European Automobile Manufacturers Association (ACEA), the Japan Automobile Manufacturers Association (JAMA), and the Korea Automobile Manufacturers Association (KAMA). In addition to reducing pollution, China is also looking to gain an advantage with electric vehicles. For years, European, American and Japanese automakers have exported far more internal combustion engine vehicles than Chinese automakers. According to McKinsey, 43% of the world's electric vehicle production in 2016 was 870,000 units. Germany and the United States had shares of 23% and 17% respectively.
