A few days after the virtual operator (VCOM) released the 170 number segment, a series of faults were reported: verification SMS could not be received, the mobile operator logo was not displayed, and it was not recognized by the bank's customer service system, and so on. This fault was diagnosed as an interoperability barrier between networks. In the past six months, the Ministry of Industry and Information Technology has issued virtual operator licenses several times, so why did it not see this? Users listed the following faults: 1. Using the 170 card, it was found that the operator name was not displayed in the upper left corner of the screen after the mobile phone was turned on and connected to the Internet; 2. Using a landline to dial the 170 number segment, it was prompted that the dialed number was an empty number; 3. Banks and websites do not recognize numbers starting with 170, and verification codes cannot be received. (Jiang Weiping, vice president of Phone World: The proportion is relatively high, about 5% to 10% of users have encountered problems such as not receiving verification codes) 4. It was intercepted by the number software installed on the mobile phone... In just one month, the VCOM was exposed for the second time that there was a problem with the 170 number. The first one should be the case of China Unicom stopping Snail Numbers. After users applied for 170 services, Snail Numbers was accused of violating regulations, and the company publicly refunded the users... China Unicom stopped the Snail incident, and Snail publicly admitted to violating regulations, and Unicom escaped the public relations crisis. So, what is the reason for this failure? 1. The operator data is not updated. Zou Xue, Secretary-General of the China Virtual Operator Industry Alliance, said that the inability of fixed-line phones to dial the 170 number segment is actually a collaboration problem between operators and virtual operators. In order to achieve barrier-free dialing, the fixed-line network data needs to be updated. On December 27, 2013, the Ministry of Industry and Information Technology issued 11 virtual operator licenses; on February 13, 2014, the Ministry of Industry and Information Technology announced the second batch of companies that obtained virtual operator licenses. So far, 19 companies have obtained this license. Miao Wei, Minister of the Ministry of Industry and Information Technology, revealed that the third batch of virtual operator licenses are in the application process and will be issued within one or two months. There will be 7-8 companies that will obtain the new licenses this time. Half a year has passed, dozens of licenses have been issued, and virtual operators have issued numbers with great momentum, but telecom operators still have not updated the data on 170. What are telecom operators waiting for? A virtual operator boss said modestly that the operators are not "making things difficult" but are not ready. Now the number of virtual operator users is very small and the service is not good. If there are more users and complaints increase, how to solve it? 2. Who will manage "interconnection"? The 170 number segment cannot receive verification codes from banks and websites, and virtual operators have not communicated with banks and other financial systems. The three major telecom operators have a history of more than 10 years, and the verification codes of many websites and banks often make mistakes. However, more excuses are that the network signal is not good. So, in the era of virtual operators, will the same trick repeat itself? If each virtual operator is allowed to communicate with the banking system separately, how much manpower and financial resources will it take? Since the Ministry of Industry and Information Technology has issued virtual operator licenses and allowed virtual operators to develop the 170 number segment, then the issue of interconnection should not be "crossed" by virtual operators themselves, right? 3. Virtual operators face dual supervision. The big boss of virtual operators was in a dilemma when interviewed by the author. The Ministry of Industry and Information Technology issues licenses, and operators sign contracts with them. They face dual supervision. For example, they pay deposits to operators and promise to develop the number of users (China Unicom adopts a bidding method for virtual operators. Enterprises promise the minimum number of activated users in each city, 3,000 numbers in each city, and an activation rate of 50%. Only then will Unicom release a batch of numbers.) However, when encountering problems with interconnection and interoperability, they have to "take the blame" for user complaints. The "stop blunder" of Snail and telephone failures were a blow to virtual operators who had just developed users in the Chinese market. How can they shape their reputation in the future? How can users trust virtual operators? Telecom operators "talk politics" and are always harmonized. Virtual operators are private enterprises. They do not have the unique resource monopoly of operators. They can only survive by providing good services to users. It is best not to let virtual operators play tricks in the game between operators.
