The National Development and Reform Commission issued the "Notice on Issues Concerning Electricity Price Policies for Electric Vehicles" today, which determined that a supportive electricity price policy will be implemented for the electricity used by electric vehicle charging and swapping facilities. The "Notice" clearly states that preferential prices will be implemented for the electricity used by commercial centralized charging and swapping facilities, and large industrial electricity prices will be implemented, and basic electricity charges will be exempted before 2020. Electricity used by charging facilities such as residential homes and residential communities will be subject to residential electricity prices. The "Notice" proposes that the charging and swapping service fees should be reasonably formulated in accordance with the principle of ensuring that the cost of using electric vehicles is significantly lower than the cost of using fuel (or gas) vehicles. Among the two charges, electricity fees and charging and swapping service fees charged by charging and swapping facility operators to users, electricity fees are implemented in accordance with the national electricity price policy, and charging and swapping service fees are managed by local governments in accordance with the principle of "inclination and preferential treatment". Before 2020, all localities should actively reduce operating costs and reasonably formulate charging and swapping service fees through financial subsidies and free allocation of charging and swapping facility construction sites, so that consumers can get more benefits and enhance the competitiveness of electric vehicles. In the future, according to market development, charging and swapping service fees will be gradually formed through market competition. The Notice also emphasizes that the cost of supporting power grid transformation for electric vehicle charging and swapping facilities should be included in the transmission and distribution price of power grid enterprises, and power grid enterprises should not charge grid connection fees to reduce the burden on electric vehicle users. At present, taking positive policy measures to support the development of electric vehicles is of great significance to alleviate my country's energy and environmental pressures. The issuance of the Notice will help reduce the cost of using electric vehicles and play a positive role in encouraging consumers to buy and use electric vehicles and promoting the promotion and application of electric vehicles.
