The "Guangzhou Non-Motor Vehicle and Motorcycle Management Regulations (Draft for Soliciting Opinions)" (hereinafter referred to as the "Regulations") is currently being publicly solicited for public opinions on the official website of the city's Legal Affairs Office. Regarding non-motor vehicles and motorcycles, the "Regulations" for the first time made regulations such as "ban on sales", "ban on oil", "ban on driving", "ban on parking", and "ban on sitting", which has attracted attention from many parties.

Seller: Business is affected and it is difficult for citizens to travel

The owner of an electric bicycle store in Haizhu District, Guangzhou, said she did not support Guangzhou's plan to issue a "ban" on electric vehicles. She told reporters aggrievedly that if electric vehicles were banned from the road, it would definitely have a significant impact on the lives of citizens.

For her, it cut off her main source of income. She sells only standard lithium battery electric vehicles, with a maximum speed of only 18 kilometers per hour. Compared with gasoline motorcycles, they are not fast and are energy-saving and environmentally friendly. They are a necessity for many citizens to go to get off work and pick up their children.

The shop owner said: "Now that they are talking about 'banning electric cars', people will definitely not dare to buy cars during this period, and I will not dare to purchase any. I estimate that I will lose 10,000 or 20,000 yuan in the next two months."

"Some people riding electric bikes don't follow traffic rules, but the problem lies with the people themselves, so why should we ban the sale of electric bikes?"

The shop owner believes that the government should first strengthen management of drivers.

Courier: Delivery fee will increase if delivery is not affordable

Mr. Xie has been a courier for many years and has to deliver goods on an electric bike every day. He said that 99% of the couriers in the company deliver goods on electric bikes, and it is impossible to deliver goods on bicycles. "You can't load a lot of goods at a time. If you have to go back and forth many times, your body will definitely not be able to bear it. Unless the courier company hires more people, the courier fee will definitely increase."

Mr. Xie said that the rumors that couriers have high incomes are actually due to "high blood pressure". Not only do they have to worry about traffic safety and cargo safety, they also have to swallow their anger when facing cargo owners with bad attitudes. "If they are not allowed to deliver goods by e-bike in the future, many of my colleagues and I will definitely resign. We cannot continue to do this job."

Regarding the "electricity ban", Guangdong Provincial People's Congress Representative Xin Pu also expressed opposition.

He believes that electric vehicles have greatly facilitated the travel of ordinary citizens, especially in suburban areas where public transportation is not available. Electric vehicles have also promoted the development of industries such as express delivery, catering, and electric vehicle research and development and manufacturing. They have also solved many employment problems, and battery drive is also more environmentally friendly.

"Hasn't the government been encouraging citizens to buy electric cars? It also gives discounts. Electric bicycles just don't have two wheels, so why should they be banned? Are they truly environmentally friendly or just pretending to be?" Xin Pu believes that the government's two attitudes on this issue are hard to believe.

As for why the government wants to "ban electricity", "I guess it's because it's difficult to manage and makes the city look particularly messy."

Xin Pu said that there are indeed many people riding electric bikes who do not obey traffic rules, but in the final analysis, the chaos shows that the government's management IQ is not enough and the traffic management is not detailed enough, so it simply adopts a "one-size-fits-all" approach.

"But management cannot be a 'one-size-fits-all' lazy policy, but an endless race of long-term guidance, continuous standardization, and common improvement." Xin Pu believes that the government must first work on traffic management, civilized travel promotion, etc., and secondly, introduce regulations to promote the orderly development of the electric vehicle industry, which is a management method that conforms to the market economy.
