On the afternoon of February 25, the State Council’s Joint Prevention and Control Mechanism for the Novel Coronavirus Pneumonia Epidemic held a press conference to introduce the scientific prevention and control, precise measures, and zoning and grading of epidemic prevention and control work.

Restoring normal transportation order is the basic guarantee for coordinating the precise prevention and control of the epidemic in different regions and levels and restoring traffic order. Fan Zhenyu, deputy director of the Comprehensive Planning Department of the Ministry of Transport, said at the press conference that the national highway traffic volume is currently recovering significantly. From February 16 to 22, the traffic volume of passenger and freight vehicles on expressways reached 63.44 million and 22.25 million respectively, an increase of 95.4% and 136% respectively from the previous week.

"Judging from the past two days, this growth trend is still continuing." Fan Zhenyu said that judging from the road conditions, 27 provinces across the country have resumed inter-provincial passenger bus lines, especially 26 provinces such as Fujian, which have done a solid job in organizing the transportation of migrant workers returning to work while ensuring epidemic prevention and control. The transportation industry actively cooperates with the public security and other relevant departments to implement differentiated policies according to the risk levels in different regions to ensure the smooth operation of the road network, and is restoring road transportation and urban public transportation in an orderly manner.

Fan Zhenyu said that rail transit in 35 cities has resumed normal operations, and is trying its best to meet residents' normal travel needs while ensuring good epidemic prevention and control.

Judging from the number of health quarantine stations, in order to meet the needs of epidemic prevention and control, transportation departments at all levels across the country have cooperated with local health departments to set up health quarantine stations in highway provincial boundary service areas, highway entrances and exits, passenger stations, and passenger terminals. As of February 24, the number of health quarantine stations nationwide has been reduced by about 9,000 from approximately 17,000 on February 20. Currently, due to the needs of prevention and control, there are still 8,000 quarantine stations doing epidemic prevention and control work. The next step will be to gradually and orderly restore normal traffic order.

Passenger routes have been resumed in Chongqing, Chengdu, Hunan, Guangdong, Beijing, Shenzhen, Shanghai, Yunnan, Hangzhou, Gansu, Guizhou, Anhui and other regions.

The latest national epidemic data

From 0:00 to 24:00 on February 25, 31 provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps reported 406 new confirmed cases, 52 new deaths (52 in Hubei), and 439 new suspected cases.

On the same day, 2,422 cured cases were discharged from hospital, 14,573 close contacts were released from medical observation, and the number of severe cases decreased by 374.

As of 24:00 on February 25, according to reports from 31 provinces (autonomous regions, municipalities directly under the central government) and the Xinjiang Production and Construction Corps, there are 45,604 confirmed cases (including 8,752 severe cases), 29,745 cases have been cured and discharged, 2,715 deaths, 78,064 confirmed cases have been reported, and there are 2,491 suspected cases. A total of 647,406 close contacts have been traced, and 79,108 close contacts are still under medical observation.
