In order to coordinate the prevention and control of the COVID-19 epidemic and promote economic and social development, in accordance with the Guiding Opinions on Scientific Prevention and Control, Accurate Measures, and Regional and Graded COVID-19 Epidemic Prevention and Control by the Provincial Leading Group for COVID-19 Epidemic Response, and in light of the recent epidemic prevention and control work in our province, the following implementation opinions are proposed to further improve regional and graded prevention and control and restore normal production and living order:

1. Restore normal traffic order. The village committees and neighborhood committees will designate a person to be responsible for the health management of all personnel within their jurisdiction, and will check the health QR codes and track the management of people coming to and returning to Shaanxi. Anyone found to have symptoms such as fever will be immediately sent to the nearest fever clinic for examination by a special person and vehicle; ventilation, disinfection and other epidemic prevention measures such as elevators and corridors will continue to be implemented.

3. Promote the resumption of work and production of enterprises. Make reasonable arrangements for resumption of work and production based on the actual epidemic prevention and control situation. Low-risk areas should fully resume work and production, and restore normal production and living order as soon as possible. Medium-risk areas should work proactively and create conditions to resume work and production as soon as possible. No conditions shall be set for the resumption of work and production of enterprises, and no approval, filing and other means shall be used to delay the start time. Enterprises that resume work must set up temporary isolation facilities, keep the workplace ventilated, clean and disinfect work and living places, implement zoning operations, shift work and dispersed dining, reduce employee gatherings, provide personal protection for employees, designate a dedicated person to be responsible for the registration and management of people entering and leaving the unit, and check body temperatures at the entrance of the unit or factory (including health QR code checks). Entry is allowed only after the temperature is normal. Once an employee with suspicious symptoms is found, he/she will be immediately isolated on the spot and reported to the local disease control department. The employee will be arranged to seek medical treatment nearby in accordance with relevant regulations, and the health QR code of the abnormal person will be promptly pushed to the community.

4. Resume market operations. Fully resume market operation activities such as shopping malls, supermarkets, hotels, guesthouses, and restaurants. All places must be ventilated and disinfected regularly, set up temporary isolation areas, carry out personal protection training and health monitoring for employees, and implement personnel diversion and dispersed dining. All types of hotels and guesthouses have established a QR code health verification system for guests staying in the hotel. Any abnormal person found will be isolated on the spot and sent to the nearest fever clinic for examination in time, and the health QR code of the abnormal person will be pushed to the community in time.

5. Provide convenient public services. In addition to the unified national requirements, low-risk areas must fully open all types of public service institutions and venues; medium-risk areas must organize the opening in an orderly manner. Market operators and the general public are encouraged to conduct various business operations online, and convenient services such as free delivery of various certificates and licenses, self-service inquiry, and online distribution are promoted. Open social public service windows in an orderly manner, implement appointment and flow control measures, and prevent crowds from gathering.

6. Provide good medical and health services. Disease control and prevention agencies at all levels should actively, proactively and effectively provide technical guidance for epidemic prevention and control within their jurisdictions. Medical institutions at all levels must implement the first-visit responsibility system and must not refuse diagnosis or treatment for any reason. Further strengthen the management of pre-examination and triage and fever clinics, remain vigilant, standardize procedures, identify suspicious cases early, and achieve early detection, early isolation, early reporting, and early treatment. 7. Strengthen local management responsibilities. All cities, counties (districts), towns, villages (communities) should give full play to their organizational advantages, strictly fulfill their local management responsibilities, implement grid management, and urge all social organizations and market entities at all levels in their jurisdiction to implement detailed prevention and control measures, and build a solid line of defense for joint prevention and control and collective prevention and treatment. 8. Strengthen prevention and control responsibilities in key industries and key places. All units, departments, and market entities must fulfill their primary responsibility for health management, and regularly implement prevention and control measures such as ventilation, disinfection, and temperature monitoring in subways, railway stations, bus stations, airports, cultural and tourist destinations with large traffic and dense crowds, as well as in relatively closed spaces such as public security and judicial detention facilities, underground mines, production workshops, etc. All types of enterprises and institutions should implement dispersed dining, reduce the number of meetings and activities, control the scale of meetings and activities, and encourage video conferencing and online working.

9. Strengthen personal health management responsibilities. Strengthen health education, enhance citizens' awareness of personal health responsibilities, and implement personal protection measures such as frequent hand washing, frequent ventilation, wearing masks, and avoiding gathering. If you have symptoms such as fever, dry cough, fatigue, diarrhea, etc., go to the nearest fever clinic for examination as soon as possible. Do not move around at will and report to your village (group), community, or unit in a timely manner. If you conceal your illness and cause the spread of the epidemic, you will be held accountable in accordance with the law.
