Beijing, as a region currently with a large number of imported cases and an accumulation of migrant workers, has taken a series of measures. All relevant units:

In order to implement the decisions and arrangements of the Central Committee and the Municipal Party Committee and Municipal Government on coordinating the promotion of epidemic prevention and control and economic and social development, ensure the normal life order of the people, meet the needs of enterprises resuming production and work and the people's housing rental, and strictly and meticulously implement various prevention and control measures, the following matters regarding the business of housing rental companies during the current epidemic prevention and control period are hereby notified as follows:

1. On the basis of ensuring epidemic prevention and control, employees of housing rental enterprises who have been reviewed are allowed to enter the community to conduct business

(1) Each housing rental company shall, based on business needs, screen and designate employees who meet the requirements of epidemic prevention and control and have reported to the community, and report their identity information, housing information (see the attachment for details), etc. to the Municipal Housing and Urban-Rural Development Committee. In principle, only one practitioner can be reported in each community.

(2) The Municipal Housing and Urban-Rural Development Committee shall verify the registration of housing rental companies, registration of employees, contract registration and other information, and inform the local community neighborhood committee contact person of the verified companies, personnel lists and housing information.

(3) When verified employees apply to enter the community, they should report their company to the community staff and show their identity cards, information cards and other documents. If the community staff confirms that they are on the list of companies and personnel approved by the Municipal Housing and Urban-Rural Development Committee, and the result of the on-site query of the "Beijing Health Code" is "no abnormality", the community staff will issue a temporary entry and exit permit and include them in the community's epidemic prevention and control system.

2. Employees should strictly follow the community's epidemic prevention and control requirements when promoting and showing properties

(IV) Practitioners who have been reviewed by the community and received entry and exit permits must strictly abide by the epidemic prevention and control management regulations of the community where they are located, and carry out relevant business in accordance with the law. They should promote and show properties through VR viewing, WeChat video, etc. as much as possible, and must not bring customers into the community without the permission of the community. For housing rental company employees who do not comply with community management, the community can revoke their passes.

(V) When house-viewing customers enter a residential community, they must present the results of their "Beijing Health Code" test for the day to the community and may only enter the community with the community's consent. In principle, practitioners may not show clients more than twice a day, can only show one client at a time, and try to shorten the showing time. When showing properties, staff should disinfect and ventilate the house and maintain an appropriate distance from customers in accordance with community prevention and control requirements.

3. Strengthen the epidemic prevention and control management of tenants to ensure that new tenants move in smoothly and are included in the community prevention and control system

(VI) Once the housing rental companies and tenants reach a lease agreement and the result of checking the "Beijing Health Code" is "No abnormality", the two parties sign a lease contract (the lease term must not be less than six months) and complete the filing of the lease contract with the Municipal Housing and Urban-Rural Development Committee. After that, the company's employees will accompany the tenants to the community to apply for an entry and exit permit.

(VII) When applying for an entry and exit permit, the lessee should show the community staff the query results of the "Beijing Health Code" on that day and the query results of the "Lease Contract Registration Information" in the "I Want to Query" section of the "Beijing Live" public account of the Municipal Housing and Urban-Rural Development Commission. Community workers will issue entry and exit permits to tenants who have completed the registration of the lease contract and meet the community prevention and control requirements, and will include the tenants in the community prevention and control system.

4. Strengthen the main responsibility of enterprises to ensure that epidemic prevention and control measures are fully implemented

(8) All housing rental companies should effectively strengthen the management of newly rented houses and tenants, strictly implement all requirements for community epidemic prevention and control, and ensure that all tenants are included in the community epidemic prevention and control system through human support and technical means. Those who disobey community management, commit illegal and irregular acts, or cause complaints and reports will be strictly investigated and punished by the city and district housing and urban-rural development (housing management) departments in accordance with the law.

(IX) Employees of housing rental companies are encouraged to actively participate in and assist the community in carrying out various epidemic prevention and control work while conducting their business in accordance with laws and regulations.
