At 21:10 on July 8, the Deyang City Fire Rescue Detachment received a report: an explosion occurred in a firecracker factory in Group 5, Yuansheng Village, Nanfeng Town, Guanghan City. The command center immediately dispatched 104 people from 10 fire rescue stations to deal with the situation. After receiving the report, the Sichuan Provincial Fire Rescue Corps' full-time command center immediately rushed to the scene and dispatched 6 vehicles and 27 people from the Chengdu Detachment, 1 generator truck and 2 people from the Training and Security Detachment to the scene, 12 vehicles and 53 people from the Mianyang Detachment, 1 remote water supply system, 1 fire-fighting tank, 5 water cannons, and 23 tons of foam fire extinguishing agent to the scene.

At 21:34, the first batch of fire rescue forces arrived at the scene. After investigation, it was found that a fire broke out in the firecracker factory and the fire was burning fiercely. Fire fighters immediately set up a warning area, evacuated surrounding residents, and used water to put out the fire. Due to continuous explosions at the scene, at 22:25, in accordance with the requirements of the Corps’ full-time command center, the on-site fire rescue forces evacuated to 500 meters away for monitoring.

It is understood that the firecracker factory is a single-story brick-concrete structure, covering an area of ​​about 270 square meters, and mainly stores firecracker fuses (about 300 pieces) and fireworks (unknown quantity).

At around 9 o'clock that evening, workers discovered that the raw material warehouse was on fire. At first the fire was not large, covering an area of ​​about 100 square meters, but there were flammable and explosive materials in the warehouse. The workers immediately called the police and evacuated. "After the fire department arrived, they determined the rescue strategy and decided that all personnel should evacuate to a place 400 meters away to wait for the explosion to end and put out the fire. Chai Chang introduced that the explosion might be caused by the raw materials becoming damp, and the specific cause is still under investigation.

It is understood that Sichuan Guanghan Jinyan Fireworks Co., Ltd. has a license number of "(Sichuan) YH Safety Permit No. (2018) 239093", which is valid from December 28, 2018 to December 27, 2021; the licensed production scope is: fireworks, firecrackers, fuse (including display shells) production; the inherent risk level is B; the designed production capacity is 900,000 boxes/year; the warehouse area is 14,348 (square meters); and the approved reserves are 246 (tons).
