After investigation, it was found that Xu Mouyan (male, 41 years old), a villager from Nanyuan Village, Liushabei Street, Lv Moutai (male, 51 years old), a villager from Huashi Village, Chiwei Street, and Huang Mousheng (male, 55 years old), a villager from Chishui Village, Liushaxi Street, on the morning of December 4, knowing that outdoor fires were prohibited during the special forest fire prevention period, still carried flammable and explosive items into the forest area, smoked in the grass in the forest, and threw cigarette butts around, causing a forest fire. The three of them then put out the fire together, but because the fire was too big to control, the three decided to conceal the fact that the forest fire had occurred and fled the scene together. On December 5 and 6, the suspects Xu Mouyan and Lv Moutai surrendered to the Puning Municipal Public Security Bureau; another suspect Huang Mousheng was arrested by the Puning Municipal Public Security Bureau on the evening of December 6. After investigation, Xu Mouyan and the other three confessed to the fact that the forest had caught fire.
