For a long time, licensees such as Wasu Media, Bestone, and CNTV have not been content to provide content integration services. Instead, they have focused on expanding their businesses, such as developing their own OTT boxes, cooperating with telecom operators to carry out IPTV business in disguise, and cooperating with TV live broadcast services or video website content. They have been involved in all aspects of Internet TV and strived to become operating entities or platforms in order to occupy a dominant position in the home entertainment center. In the past two years, major home appliance companies have tried to increase profits by integrating hardware and software in televisions. Under harsh policies, they can only focus on hardware manufacturing and have to deal with user disputes caused by content cleansing. However, the box manufacturers have suffered the most. The contrast between strict supervision and unrestrained wild development will inevitably make people inside and outside the industry feel that the industry is in recession. However, faced with the chaos of market development due to the lack of unified standards, the "pain" brought about by this policy will make upstream and downstream companies in the TV industry chain begin to get used to supervision. Although it will slow down the development of Internet TV in the short and medium term , it is indeed of great significance for the rectification of the market. The policy reforms of the State Administration of Radio, Film and Television cannot be simply attributed to obstacles to the “integration of three networks”. In fact, the integration of three networks is the common goal of radio, television and telecommunications.
