The report introduces the importance of energy efficiency policies to achieving the dual carbon goals, as well as the detailed paths and case studies of Germany's best practices and policies for energy efficiency. Germany's Climate Change Act stipulates that by 2030, greenhouse gas emissions from the German industrial sector must not exceed 140 million tons. In addition, the act also stipulates a minimum annual emission reduction. In 2020, Germany's industrial sector's emission reduction target was exceeded, but this was also due to the economic slowdown caused by the COVID-19 crisis.
