What are the new changes in Beijing's new energy vehicle subsidy standards?

On February 17, 2017, Beijing Municipal Science and Technology Commission, Beijing Municipal Development and Reform Commission and other five departments jointly issued the "Notice on Adjusting the Related Policies for Demonstration and Application of New Energy Passenger Vehicles in Beijing", which stipulates that the financial subsidy standard for demonstration and application of new energy passenger vehicles in Beijing in 2017 is 50% of the central government’s subsidy for each vehicle, and the total amount of national and municipal financial subsidies shall not exceed 60% of the vehicle sales price.

"Demonstration Application of New Energy Passenger Cars" (hereinafter referred to as "new energy passenger cars") refer to small and micro pure electric passenger cars that have completed registration in Beijing, including pure electric vehicles and fuel cell vehicles. The 2017 new energy passenger car policy has been appropriately adjusted based on the "Beijing Demonstration Application of New Energy Passenger Car Management Measures" (revised in 2015) (Beijing Science and Technology Development [2015] No. 458).

What adjustments have been made to Beijing’s subsidy policies in 2017?

The original content of Article 10: Beijing Municipal Development and Reform Commission shall, in combination with the urban construction development plan and distribution network plan, make unified arrangements, rationally layout, and coordinate the construction of public charging facilities, and gradually improve the network system of charging facilities for new energy passenger vehicles.

Adjusted content: Beijing Municipal Urban Management Committee will combine the urban construction and development plan and distribution network plan to uniformly arrange, reasonably layout, and coordinate the construction and operation management of new energy vehicle charging piles (stations).

Change: The responsible entity for the planning of supporting facilities for new energy vehicles has been changed from the "Beijing Development and Reform Commission" to the "Beijing Municipal Urban Management Commission".

Why is this change necessary? The reporter learned that "the Beijing Municipal Development and Reform Commission is a component department of the municipal government responsible for the overall coordination of the city's national economic and social development, and the comprehensive coordination of economic system reform." The total amount of financial subsidies from the state and the city shall not exceed 60% of the vehicle sales price. If the national policy is adjusted, the city's financial subsidy standards will be separately formulated in accordance with the national policy.

Financial subsidy standards for demonstration application of new energy passenger vehicles in Beijing in 2017

Note: The total amount of national and municipal financial subsidies shall not exceed 60% of the vehicle sales price.

Changes: The reference policy has changed from "Notice on Continuing to Promote the Application of New Energy Vehicles" (Caijian [2013] No. 551) and "Notice on the Financial Support Policy for the Promotion and Application of New Energy Vehicles from 2016 to 2020" (Caijian [2015] No. 134)" to "Notice on Adjusting the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles" (Caijian [2016] No. 958)"; the ratio of national and local governments has been adjusted from "1:1" to "1:0.5".

As can be seen from the table above, the subsidy standards for pure electric passenger cars vary according to their range: 10,000 yuan for a range of 100 (inclusive) to 150 kilometers; 18,000 yuan for a range of 150 (inclusive) to 250 kilometers; 22,000 yuan for a range of 250 kilometers or more. Fuel cell passenger cars with a range of more than 300 kilometers can receive a subsidy of 100,000 yuan. According to the central government's regulations: the municipal subsidy is determined at 50% of the central government's single vehicle subsidy, and the total amount of subsidies at both levels does not exceed 60% of the vehicle's sales price. This means that the subsidy amount for best-selling models with a range of more than 250 kilometers will be reduced by 44,000 yuan.

The original content of Article 17 is as follows: Beijing Municipal Science and Technology Commission is responsible for promoting the technological progress of new energy passenger vehicles, and coordinating relevant commissions and bureaus to jointly promote the demonstration application of new energy passenger vehicles; Beijing Municipal Development and Reform Commission is responsible for promoting the construction of charging facilities; Beijing Municipal Economic and Information Commission is responsible for filing the new energy passenger vehicle manufacturers and products participating in the demonstration application; Beijing Municipal Finance Bureau is responsible for the arrangement and supervision of financial subsidies; Beijing Municipal Transportation Commission is responsible for accepting and organizing the review of applications for new energy passenger vehicle indicators; Beijing Municipal Public Security Traffic Management Bureau is responsible for issuing new energy passenger vehicle license plates; Beijing Municipal Bureau of Quality and Technical Supervision is responsible for conducting product quality and safety risk assessments in accordance with the law.

Change: "Beijing Municipal Development and Reform Commission" was replaced by "Beijing Municipal Urban Management Commission", for the same reason as Article 10. New energy vehicle charging piles and other supporting facilities are part of the city's infrastructure. Beijing has assigned the overall planning and management responsibilities of municipal facilities to the Urban Management Commission, reflecting the government's change in thinking about urban governance.

The above are the adjustments to Beijing's new energy passenger car subsidy standards in 2017. Other relevant regulations continue to be implemented in accordance with the "Beijing Demonstration Application of New Energy Passenger Car Management Measures (Revised in 2015)" (Beijing Science and Technology Development [2015] No. 458) and related rules. If they are inconsistent with national policies, the national policies shall prevail.

The above subsidy policy is only for new energy passenger cars sold in the Beijing market. If new energy passenger cars want to be sold in the Beijing market, they must meet the new energy passenger car access conditions set by the Beijing Municipal Government.

Access conditions for new energy passenger car manufacturers

(1) A manufacturer that has obtained a license to sell products in China in accordance with the law;

(2) Have a complete sales service system;

(3) The enterprise is the responsible party and needs to provide a recycling plan for the power battery system and commit to recycling in accordance with the requirements;

(4) Conduct real-time monitoring of the daily operating status of the power batteries, motors and other safety systems of the vehicles sold, and transmit relevant information to the Beijing Passenger Vehicle Quality and Safety Risk Early Warning Platform as required;

(5) Have an accident emergency plan, necessary safety and emergency rescue manuals and tools, etc. to ensure the safe operation of the vehicle;

(6) Comply with the provisions of the State's "Regulations on the Management of Recall of Defective Automobile Products" and other regulations.

Materials required for new energy passenger car manufacturers to apply for subsidy funds

(1) Application for Financial Subsidy for Demonstration Application of New Energy Passenger Vehicles in Beijing;

(2) Copies of the manufacturer's organization code certificate, business license, and legal representative's identity certificate;

(3) Inspection report issued by a testing agency approved by the General Administration of Quality Supervision, Inspection and Quarantine;

(4) If the vehicle is sold to an organization, the following documents must also be provided: identity certificate of the legal representative, organization code certificate, business license, vehicle sales contract, vehicle sales invoice, purchase tax payment certificate, compulsory traffic insurance policy, and a copy of the motor vehicle registration certificate and driving license; if the vehicle is sold to an individual, the following documents must also be provided: personal identity certificate, vehicle sales contract, vehicle sales invoice, purchase tax payment certificate, compulsory traffic insurance policy, and a copy of the motor vehicle registration certificate and driving license.

The reporter believes that under the influence of the new policy on new energy subsidies and the review of the catalog, the new energy vehicle market was quite sluggish in January, and the sales of new energy vehicles in many 4S stores were basically stagnant. After the subsidy standards are officially released, Beijing may release the first batch of Beijing new energy passenger car manufacturers and product lists in 2017 before February 26, which is expected to ease the embarrassing situation of new energy vehicle sales in the Beijing market.
