Beijing issues new rules for autonomous driving: test vehicles must purchase 5 million insurance

Beijing Municipal Transportation Commission issued a guidance document on the 18th to regulate and promote the development of autonomous driving technology. According to the new regulations, autonomous driving vehicles must have two driving modes, automatic and manual, and can switch between the two modes at any time.

During the on-road test, the vehicle is in a "man-driven" state. In special or emergency situations, the test driver will take over the test vehicle for driving operations. The traffic management department will launch the first batch of test roads that can be used for autonomous driving.

Today, Beijing Municipal Transportation Commission issued the "Guiding Opinions on Accelerating the Promotion of Road Testing of Autonomous Driving Vehicles (Trial)" and the "Implementation Rules for Road Testing Management of Autonomous Driving Vehicles (Trial)".

Under the new regulations, independent legal entities registered in China can apply for temporary road use of self-driving vehicles.

The new regulations also require that self-driving vehicles must have both automatic and manual driving modes, and can switch between the two modes at any time. After the vehicle is on the road, the testing unit must purchase traffic accident liability insurance of no less than 5 million yuan per year or provide a compensation guarantee of no less than 5 million yuan.

Regarding the identification of possible accidents, the "Opinion" points out that if a traffic accident or traffic violation occurs during the testing of the test vehicle, the test driver will be identified as the vehicle driver and will be handled by the municipal public security traffic management department in accordance with the provisions of the current road traffic safety laws and regulations, and the test driver will bear the corresponding legal responsibility.

It is reported that the traffic management department will launch the first batch of test roads that can be used for autonomous driving.
