Friends who buy cars in 2018, please pay attention to these new car policies @ you

The policy of halving the purchase tax for cars with a displacement of less than 1.6L has made small-displacement turbocharged engine cars popular for a while. The relaxation of the two-child policy has made car companies flock to seven-seat SUV models. The lifting of the ban on pickup trucks and the loosening of policies have also given American pickup truck culture the opportunity to enter China. It can be seen that changes in the automobile market are closely related to policies. Now in 2018, there have been some changes in automobile policies. What impact will they have on consumers?

1. Expiration of the purchase tax preferential policy

Starting from January 1, 2018, the purchase tax rate for consumers who purchase passenger cars with a displacement of 1.6 liters or less will return to 10%. Before that, the purchase tax rate was 7.5%. For example, if you buy a passenger car worth 150,000 yuan, the purchase tax paid in 2018 was about 9,615 yuan. After the tax rate is raised, it will be about 12,820 yuan, an extra 3,205 yuan. However, new energy vehicles are still exempt from purchase tax from January 1, 2018 to December 31, 2020.

91che Comments: For the Chinese auto market, the impact of price on sales is extremely obvious. Even a discount of a few thousand yuan at the terminal can influence consumers' car purchasing intentions. At this time, the purchase tax rate of fuel vehicles has increased, which has invisibly increased prices, while new energy vehicles are still exempt from purchase tax, making new energy vehicles more competitive than fuel vehicles in the domestic auto market and promoting the development of new energy vehicles in China. However, in 91che's view, the most important thing when buying a car is the quality of the vehicle and how well it matches you, whether you use it in your daily life, and don't regret it after picking up the car because of the few thousand yuan of cheapness.

2. New regulations on new energy vehicle loans, and an increase in the proportion of used car loans

The People's Bank of China and the China Banking Regulatory Commission issued the latest "Auto Loan Management Measures". From January 1, 2018, the maximum loan ratio for self-use traditional fuel vehicles is 80%, and the maximum loan ratio for commercial traditional fuel vehicles is 70%, which is the same as before. However, the maximum loan ratio for self-use new energy vehicles is 85%, and the maximum loan ratio for commercial new energy vehicles is 75%. In this policy, the scope of new energy vehicles includes hybrid, plug-in hybrid, pure electric and fuel cell vehicles that do not rely mainly on fuel. The maximum loan ratio for used cars has been increased from 50% to 70%.

91che Comment: Although the policy does not make any changes to traditional fuel vehicles, the higher loan issuance ratio for new energy vehicles will inevitably stimulate the consumption of new energy vehicles, and will indirectly have some impact on the fuel vehicle market. In addition to pure electric vehicles, hybrid and other new energy models also enjoy the preferential treatment of this policy, which is also a benefit for some car owners who are not used to the use of pure electric vehicles and do not like to charge frequently. This policy has also promoted the healthy development of China's new energy vehicles to a certain extent. After all, the development of new energy vehicles must start with hybrid power, promote the development of the new energy vehicle battery industry, and improve battery quality, so that we can manufacture trustworthy pure electric vehicles. There is no shortcut.

3. Tire pressure monitoring will become standard

According to the "Performance Requirements and Test Methods for Passenger Car Tire Pressure Monitoring Systems" issued by the National Standards Administration, starting from January 1, 2018, vehicles should install tire pressure monitoring systems as required. The implementation will be postponed for some models, such as passenger cars with mid-mounted engines and an aspect ratio of no more than 0.9, which will be implemented from January 1, 2020. It can be said that from January 1, 2020, all passenger cars will be required to install tire pressure monitoring systems.

91che Comment: The mandatory standard configuration of the tire pressure monitoring system undoubtedly provides a strong guarantee for the driving safety of consumers, greatly reducing the occurrence of tire blowout accidents, while also extending the service life of tires, improving vehicle fuel economy, and reducing wear on the suspension system. In addition, for consumers, there is no need to worry about whether the car they bought has a tire pressure monitoring system. For some relatively affordable family cars, the tire pressure monitoring system has always been a "luxury configuration". Now that the tire pressure monitoring system is standard for all models, the market competitiveness of these models has also been improved, and the automotive parts suppliers of related tire pressure monitoring systems will also benefit from this.

4. Vehicles need to be equipped with reflective vests, but owners are not required to purchase them

On January 1, 2018, the new version of the "Technical Conditions for Motor Vehicle Operation Safety" was implemented, which included the following clause: All vehicles must carry a reflective vest with them, and they must wear a reflective vest when parking on the roadside or getting off to check the vehicle. Once this standard was released, it immediately sparked heated discussions among netizens. In response to this statement, vehicle management departments in many places stated that this regulation only applies to new cars shipped from January 1, 2018 (excluding unregistered and in-use cars), requiring car manufacturers to equip new cars with reflective vests when they leave the factory, without requiring car owners or drivers to purchase them on their own.

91che Comment: From a safety perspective, it is a meaningful measure for new cars to be equipped with reflective vests as standard. However, for most car owners, this measure does not need to be paid for. After all, they do not have to pay for it. The car companies should be most concerned about this matter. The most fortunate ones are of course the manufacturers of reflective vests, which can finally clear out the stock after so many years of stockpiling. However, 91che has a bold idea. In the future, when you see the reflected light of a reflective vest from a distance on the highway, will you think that there is a traffic police in front of you and drive more restrainedly?

5. Electronic license plates will be used nationwide

According to the draft of the "General Technical Conditions for Automobile Electronic Identification" drafted by the Traffic Management Science Research Institute of the Ministry of Public Security, 1 million electronic license plate monitoring points will be gradually set up across the country starting from Beijing, Shenzhen and Wuxi. The monitoring points will cover the core areas of congested cities and will be fully promoted nationwide starting in 2018. Electronic license plates will store vehicle-related information such as license plate number, usage nature, vehicle type and body color, and will not involve the owner's personal privacy information. If they are not installed according to the rules or dismantled privately, they will face a fine of 500 yuan.

91che Comment: Electronic license plates are like the "second-generation ID card" of cars. In the future, they will facilitate the management of vehicles by traffic control departments, especially the identification of traffic violations, license plate duplication, forged license plates, etc., maintain normal traffic order and the interests of the majority of car owners. For those car owners whose license plates have been duped, it can be said that they have breathed a sigh of relief. In the future, consumers who want to buy used cars in 2018 can also query vehicle information through electronic license plates to avoid being deceived.
