Recently, the State Administration of Radio, Film and Television issued a notice naming A Station, Sina Weibo and other websites for providing audio-visual program services without the "Information Network Audio-visual Program Transmission License" and some discordant content, requiring the local management departments to take effective measures to shut down the audio-visual program services on the above websites and carry out comprehensive rectification. The last event that shook the Internet and self-media industry was in early June, when a large number of entertainment gossip accounts and WeChat public accounts such as China's No. 1 paparazzi Zhuo Wei and Poisonous Tongue Movies were shut down. Within a month, two related incidents were triggered in succession. From this point of view, in order to create a healthy public opinion environment, the "Internet Audio-visual Program Service Management Regulations" that have not been fully implemented may have to be fully cleared from large platforms such as Sina Weibo and A Station. Unlicensed live broadcasts and short videos are a thing of the past . In fact, this is not the first time that AcFun has faced a license crisis. As early as 2015, after it received a $50 million Series A financing from Youku, it was exposed that it had engaged in Internet audio-visual program services and commercial Internet cultural activities without obtaining the "Information Network Audiovisual Program Transmission License" and the "Internet Cultural Service Operation License", and frequently received administrative penalty decisions issued by the Beijing Municipal Cultural Market Administrative Law Enforcement Corps. In response to this, AcFun also publicly responded: AcFun does not provide any audio-visual upload services, all content comes from publicly cited resources provided by video sharing sites, and all video and graphic copyrights belong to the original author and his website. However, with the current policies being tightened and AcFun focusing on short video business, such a disclaimer may no longer allow it to escape the review of regulatory authorities. As one of the shareholders of AcFun, Youku has a license, but because the license held by Youku has a clear authorized entity, it cannot be rented or shared. According to the "Internet Audiovisual Program Service Management Regulations" promulgated in 2008, those engaged in Internet audiovisual program services should obtain the "Information Network Audiovisual Program Transmission License" issued by the radio, film and television authorities or perform filing procedures in accordance with the regulations. As of December 31, 2016, a total of 588 units have successively obtained the "Information Network Audiovisual Program Transmission License", and most of the license holders are TV stations, newspapers, etc. However, no new members have joined since May 2016. Nowadays, because the threshold for applying for the "Information Network Audiovisual Program Transmission License" is quite high, the applicant must first meet the basic requirements of "state-owned or state-controlled units". This alone excludes private companies from the application conditions. Faced with this situation, they can only obtain the license by acquiring companies that have obtained the license early. For example, Toutiao ended its "naked" status by acquiring a licensed company in February this year. Now, the "shutdown ban" has not only instantly pushed ACFUN to the forefront again, but this sudden announcement of the penalty has forced the currently booming video, live broadcast, short video and other industries to re-examine the regulatory policies. Sina Weibo has significantly increased its performance, stock price and market value through live broadcast and short video, but this sudden crisis has also greatly affected its stock price. As of the close of US stocks on Thursday, Weibo's stock price fell 6.12% and Sina's stock price fell 4.83%. In addition to YY Live, which is owned by YY, and Huya Live, which shares an audio-visual license, Zhanqi TV's license comes from its former employer Zhejiang Daily Media, and Inke Live's audio-visual license comes from Duomi Music, where its founder once worked for a long time. Many companies that have emerged in recent years have provided online audio-visual services in the form of live broadcasts and short videos, all of which are operating without a license. With the rapid development and reshuffle of short videos, live broadcasts and other fields, the license storm of "audio-visual license" may spread to more related companies. According to the news from Data Dream Factory, a local radio and television executive said that no new audio-visual licenses will be issued, which makes the existing stock of licenses in the market extremely "rare". In February this year, "IT Times" revealed that the "market price" of audio-visual licenses was hyped to more than 35 million. After this storm, the price can be imagined. A video website had previously revealed that a company wanted to transfer the license, but the offer was more than 100 million. For most video websites that are still not profitable, this price is probably not affordable. The industry under supervision must be self-disciplined . In fact, this is not the first time that the State Administration of Radio, Film and Television has taken action to rectify the industry's bad information this year. In February this year, the Beijing Cyberspace Administration announced that Pear Video was ordered to carry out comprehensive rectification because it had not obtained the Internet news information service qualification and the Internet audio-visual program service qualification, but it had released a large amount of so-called "exclusive" current affairs audio-visual news information by opening original columns, compiling videos by itself, and collecting user-uploaded content. The above is basically consistent with the reasons disclosed by the State Administration of Radio, Film and Television for the closure of Sina Weibo and other platforms: first, they did not have an audio-visual license; second, they broadcast a large number of political audio-visual programs that did not comply with national regulations and social commentary programs that promoted negative opinions. As the State Administration of Radio, Film and Television increases its actions, more audio-visual operating platforms should be rectified in the future. Wei Pengju, dean of the Institute of Cultural Economics at the Central University of Finance and Economics, said: "As the country gradually strengthens its supervision of the industry, Internet capital will be more cautious about content production and investment. As for the construction of the overall industry environment, stricter supervision will also be of great benefit. Platforms with strong financial resources and high-quality content will still be competitive, and repeated supervision can also create a good competitive atmosphere for them. The "Audio-visual Regulations" were announced by the State Administration of Radio, Film and Television on December 29, 2007. After in-depth revisions, in September 2016, the State Administration of Radio, Film and Television issued the "Notice on Strengthening the Management of Online Audiovisual Program Live Broadcast Services" to reiterate the relevant regulations and require online audiovisual program live broadcast institutions to carry out live broadcast services in accordance with the law. Although the "Audio-visual Regulations" have been implemented for nearly ten years, they did not initially attract enough attention from the industry. It was not until the live broadcast and Pear Video were "killed as a warning to the rest" that many audio-visual operating platforms that frequently touched the policy red line became more cautious. From the current market perspective, in addition to Station A, there are many platforms that have not obtained relevant qualifications. For these platforms, while trying their best to obtain certificates and qualifications, they should also do a good job of controlling the platform content to avoid related risks. However, it is foreseeable that in the future, online audio-visual programs will definitely be more concentrated on some professional websites that have obtained relevant qualifications.
