Shanghai expands 31.6km autonomous driving road test range, intelligent connected vehicles become the focus of industry upgrade

In order to implement the "Made in China 2025", "Medium- and Long-Term Development Plan for the Automobile Industry" and other policy documents, accelerate the development of Shanghai's intelligent connected vehicles and enhance its international influence, the 2018 World Intelligent Connected Vehicles Conference was held at the Shanghai Jiading Automobile Exhibition Center from September 18 to 19. This conference was co-organized by the Shanghai Municipal People's Government and the Ministry of Industry and Information Technology.

Relevant leaders of the Shanghai Municipal Government jointly announced the second phase of Shanghai's open test roads for intelligent connected vehicles in Jiading District and Lingang area: a total of 31.6 kilometers. Jiading District newly opened 5.5 kilometers (expanded from 5.6 kilometers in the first phase to 11.1 kilometers), focusing on promoting the research and development and testing of passenger car autonomous driving technology; Lingang area newly opened 26.1 kilometers, focusing on promoting the research and development and testing of commercial vehicle autonomous driving technology. Together with the 5.6 kilometers in the first phase, the total is 37.2 kilometers.

As a result, Shanghai has further formed a layout for the development of intelligent connected vehicles that simultaneously advances passenger cars and commercial vehicles, and has accelerated the transformation of intelligent connected vehicles from research and development testing to demonstration applications and commercial promotion.

Among all the major cities, Shanghai has been the fastest to follow up. Since 2018, it has continuously launched various substantive measures for the development of intelligent connected vehicles and has taken the lead in implementing the "Detailed Rules for the Management of Open Road Testing of Autonomous Driving". Since March this year, Shanghai has taken the lead in issuing the Management Measures for Road Testing of Intelligent Connected Vehicles and the first batch of 5.6 kilometers of open test roads in the country. It has successively issued open road test licenses to SAIC, NIO and BMW. At present, the cumulative test mileage of test vehicles has exceeded 10,000 kilometers. At the same time, combined with new business models such as time-sharing leasing of new energy vehicles, it attempts to promote the continuous optimization and improvement of L3 and above technical levels to accelerate the pace of vehicle mass production.

At the event, SAIC's IGS autonomous driving car, NIO's ES8 autonomous driving car, and BMW's 740 autonomous driving car demonstrated to the participants the latest autonomous driving technologies, including speed limit information recognition and response, automatic emergency braking for vehicle collisions, lane change detection and response for vehicles ahead, traffic light recognition and response, pedestrian and non-motor vehicle recognition and avoidance, lane keeping control, and networked communications.

The Shanghai Municipal Government is betting on unicorn companies in the smart connected vehicle segment, which include key components such as millimeter-wave radar, lidar, central domain controller, and intelligent operating system, in order to quickly implement industrialization and accelerate the production of supporting complete vehicles.

After issuing and implementing important policies such as the Intelligent Connected Vehicle Industry Innovation Project and the Open Road Test Management Measures, intelligent connected vehicles have become a strategic leading area for Shanghai's industrial transformation and upgrading. Public data shows that from January to June 2018, the total output value of Shanghai's automobile industry was 354.264 billion yuan, a year-on-year increase of 12.3%. At present, Shanghai has promoted and applied more than 200,000 new energy vehicles, and the total mileage of new energy vehicles has exceeded 6.2 billion kilometers.
