Recently, a statement in the “Notice on Supplementary Bidding for Mandatory Energy-Saving Products Supplied under Information Agreements” issued by the Central Government Procurement Center for State Organs, “All computer products are not allowed to install Windows 8 operating system”, has triggered public opinion that China’s government procurement will ban Windows 8 operating system, and even triggered a collective surge in related stocks in the A-share market. The reporter of “Daily Economic News” found that the number of computers involved in the notice was only 30. However, the reporter found in the interview that since March 14 this year, the scheme of using domestic computer operating system in the procurement of portable computers for central government agencies will be given 2 points in the bidding. Article 5 of the notice clearly stipulates: “All computer products are not allowed to install Windows 8 operating system”. It is this sentence that has triggered media speculation that the central government will stop purchasing Windows 8 operating system in the procurement list. The reason for stopping the purchase of Windows 8 was not explained in the notice, but the person in charge of IT procurement at the Central Government Procurement Center told the relevant media that the main reason was that it was expensive and occupied a lot of resources. The current batch centralized procurement and contract supply computers mainly use Win7 as the operating system. The number of products reported for each brand is shown in the attachment. In the "items" near the back of the notice, the purchaser lists the items and quantity restrictions for this supplementary bidding, among which computers only include "10 portable computers, 5 tablet computers, 10 desktop computers, and 5 all-in-one computers." In other words, the number of computers corresponding to this notice is only 30. During the interview, a business person involved in central government procurement explained to the reporter that the notice is just an administrative notice, not an administrative regulation, and the corresponding list of purchased products only refers to the products involved in the notice, rather than affecting all government procurement, but public opinion has expanded the effective scope of this notice to the entire government procurement work. In addition, the notice does not specifically restrict other Microsoft products. Domestic operating system bidding adds 2 points. Since then, all central procurement projects involving personal PCs have been marked with "except Windows 8 series". In this regard, Liu Jiepeng, deputy general manager of the marketing department of Tsinghua Tongfang Computer, told the reporter of the "Daily Economic News" that the "Prism Gate" incident that broke out a year ago has made the issue of national information security a focus of attention. At present, the security of information systems and equipment in domestic government departments and key industries such as electricity and finance has been questioned, and the call for the localization of the information industry is growing. According to Liu Jiepeng, judging from the procurement policies of first-tier governments in recent months, the government has given a new direction. In addition, the reporter of Daily Economic News obtained a government procurement bidding scoring rule numbered GC-HG140035 and named "Central State Organs 2014 Portable Computer Bulk Centralized Procurement Project-Phase II" from a company in the industry. The change in the direction of the country's government procurement policy points directly to one reason, namely the issue of national information security. Recalling that in February this year, the central government established a leading group for cybersecurity and informatization, with President Xi Jinping as the group leader, and he proposed at the first meeting of the Central Cyberspace Affairs Leading Group that "there is no national security without cybersecurity." It is understood that the cybersecurity review system stipulates that important information technology products entering the Chinese market and their providers shall be subject to cybersecurity review, aiming to prevent product providers from illegally controlling, interfering with, or interrupting user systems, or illegally collecting, storing, processing, and using user information by taking advantage of the convenience of providing products.
