All poverty-stricken counties in Shaanxi Province have been lifted out of poverty

On February 27, the Shaanxi Provincial People's Government portal website issued an announcement: With the approval of the provincial government, 29 impoverished counties (districts) including Yintai District have officially withdrawn from the list of impoverished counties. So far, 56 impoverished counties (districts) in Shaanxi have been lifted out of poverty, and regional overall poverty has been basically solved.

The 29 poverty-stricken counties (districts) that have been lifted out of poverty this time include five cities, including Tongchuan City, Yulin City, Hanzhong City, Ankang City, and Shangluo City. This is another decisive victory in Shaanxi's poverty alleviation efforts after the withdrawal of four counties (districts) including Yanchang County in 2017 and 23 counties including Zhouzhi County in 2018.

In accordance with the relevant central and provincial policies and regulations, and in accordance with the procedures for poverty-stricken counties to exit poverty, Shaanxi's 29 poverty-stricken counties (districts) have successively passed county-level self-inspection and self-evaluation, municipal-level verification, and provincial-level special assessment and inspection. After being reviewed and approved by the provincial poverty alleviation leading group meeting, all of them have met the national standards for poverty-stricken counties to exit poverty. The provincial government portal has also publicly solicited public opinions, and no substantive issues affecting the exit of poverty-stricken counties were found during the public announcement period.

Shaanxi is an old revolutionary base and also one of the provinces in the country with the largest poverty-stricken area, the largest number of poor people and the deepest poverty. There are three concentrated and contiguous poverty-stricken areas in the country involving Shaanxi. Among the 107 counties and districts in the province, 96 have poverty alleviation tasks and 56 are poverty-stricken counties.

Shaanxi is located in the three major concentrated poverty belts of the Luliang Mountain area, the Liupan Mountain area, and the Qinba Mountain area. It is one of the provinces with the heaviest task of poverty alleviation in the country. There were 56 poor counties (districts) in the province. After years of continuous efforts, Shaanxi lifted four counties (districts) out of poverty in 2017, and 488,000 people were lifted out of poverty; in 2018, 23 counties (districts) were lifted out of poverty, and 1.045 million people were lifted out of poverty. In 2019, a year with arduous tasks in poverty alleviation, all the remaining 29 impoverished counties (districts), including 10 deeply impoverished counties (districts), were lifted out of poverty, and 578,800 people were lifted out of poverty throughout the year.

Statistics show that since the 18th National Congress of the Communist Party of China, 96.2% of the poor population in Shaanxi province have been lifted out of poverty, the poverty incidence has dropped to 0.75%, all poor counties (districts) have been "lifted out of poverty", and regional overall poverty has been basically solved.
