In recent years, the issue of pension has received widespread attention from the people. It is an inevitable trend to appropriately raise the statutory retirement age in my country. However, the issue of retirement age involves all aspects of the economy and society. So, what are the latest regulations on the policy of delaying the retirement age in 2022? When will it be officially implemented?

1. The latest regulations on the policy of delaying retirement age in 2022

On January 21, the State Council issued the "14th Five-Year Plan for the Development of National Aging Affairs and Elderly Care Service System", pointing out that it is necessary to continuously expand the coverage of basic pension insurance. Realize national coordination of basic pension insurance for enterprise employees as soon as possible. Implement a gradual delay in the statutory retirement age.

2. When will the delayed retirement age be officially implemented?

At present, the consultation on delaying the retirement age in 31 provinces and cities has ended. Various provinces and cities are formulating trial measures for delaying retirement, which are expected to be officially implemented in 2022. Among them, provinces such as Shandong and Jiangsu have already mentioned relevant regulations.

1. Jiangsu Province

On January 30, the Jiangsu Provincial Department of Human Resources and Social Security issued the "Notice on the Implementation Measures for Basic Pension Insurance for Enterprise Employees", which clearly stated that upon application by the insured person and consent of the employer, and filing with the human resources and social security administrative department, the insured person can postpone his retirement, and the minimum period of postponement shall not be less than one year.

2. Shandong Province

In early January 2020, the Shandong Provincial Department of Human Resources and Social Security issued the "Notice on Further Standardizing Issues Related to Extending the Retirement Age of Senior Experts in Enterprises and Institutions", implementing the delayed retirement policy nationwide for the first time. It is mainly aimed at technical workers. If they can reach the level of associate senior professional title or above, they can voluntarily choose whether to delay retirement. Moreover, in terms of delayed retirement, if the application is approved, it will only be delayed by one to three years, generally not exceeding 65 years old.

3. Shaanxi Province

In the 2022 Shaanxi Provincial Government Work Report, the implementation of the policy of delaying the statutory retirement age was clearly mentioned. This is the first time that a province has clearly required the implementation measures to be fully implemented after the Ministry of Human Resources and Social Security's 14th Five-Year Plan called for the promotion of the implementation of delayed retirement.

3. Why should the retirement age be delayed?

The Outline of the 14th Five-Year Plan and the Long-Term Goals for 2035 clearly points out that delaying the statutory retirement age is mainly based on four considerations, namely, the increase in life expectancy, the accelerated trend of population aging, the increase in years of education, and changes in the labor force structure.

4. How to implement the gradual delay of retirement age?

The head of the Ministry of Human Resources and Social Security said:

1. Grasp the nodes and rhythm of adjustment according to the national population aging trend and labor force situation;

2. Take small steps and gradually implement them, extending the retirement age by only a few months each year, and then reaching the statutory retirement age after a considerable transition period;

3. There will be social previews to let everyone have psychological expectations.

In general, the gradual delay of the statutory retirement age will be officially implemented in 2022.
