Ministry of Industry and Information Technology: 540 apps that violated regulations in handling user information and refused to make corrections have been removed from the shelves, and 2,049 apps have been notified

On November 16, at the press conference of the first China Internet Civilization Conference held by the State Council Information Office today, Wang Peng, deputy director of the Information and Communications Administration of the Ministry of Industry and Information Technology, said that as of now, 21 batches of 2.44 million apps have been tested, a total of 2,049 illegal apps have been reported, and 540 apps that refused to rectify have been removed from the shelves, maintaining a high-pressure deterrent against illegal behaviors.

At the same time, the Ministry of Industry and Information Technology has continuously strengthened the management of the key responsibility chain of app stores and urged app stores to strengthen self-inspection and cleanup. App stores have proactively removed more than 400,000 illegal apps.

Recently, the Ministry of Industry and Information Technology has deployed and launched an action to improve service perception, promote the entire industry to optimize service measures, improve service capabilities, establish a "double list" for personal information protection, continue to increase efforts to protect user information, and further enhance the people's sense of gain, happiness, and security in using information and communication services.

Wang Peng also said that according to the work deployment of the "14th Five-Year Plan for the Development of the Information and Communications Industry", the Ministry of Industry and Information Technology will make full use of economic, legal, technical, administrative and other regulatory means to further strengthen comprehensive governance and strive to create a healthier, cleaner and safer information and communications consumption environment for users. The main work will be promoted in the following four areas:

First, improve regulatory policies and standards. We will conscientiously implement the Data Security Law, the Personal Information Protection Law and other laws and regulations, formulate supporting detailed regulations and standards for the information and communications industry, improve regulatory rules, refine and implement regulatory measures, and provide more solid policy and institutional guarantees for the protection of user rights and interests.

Second, establish a full-chain supervision system. Promote the establishment of a full-chain supervision system covering Internet information service providers, application stores, network access service providers, third-party service providers, and mobile terminal manufacturers. Propose common requirements for the entire chain to follow and personalized obligations that various entities should bear, and achieve full-chain and full-process standardization of industry governance.

Third, further expand regulatory means. Improve telecommunications service quality assessment methods, establish Internet service quality assessment methods; build an industry-wide service supervision system and service quality real-time monitoring mechanism covering basic telecommunications companies and value-added telecommunications companies; strengthen technical means construction, continuously improve automation and standardized testing capabilities, and timely monitor, discover and deal with violations in accordance with the law.

Fourth, strengthen multi-subject collaborative governance. Fully absorb market players, industry associations, social units and other forces to participate in governance, build a comprehensive regulatory structure with government supervision, corporate self-discipline, media supervision, social organizations and users participating, and achieve a good ecology of multi-subject collaborative governance and joint management.

First, formulate supporting detailed regulations and standards, and work with relevant departments to accelerate the release and implementation of the "Mobile Internet Application Personal Information Protection Management Regulations."

Second, we will further intensify rectification efforts. Enterprises that refuse to rectify and repeatedly have problems will be resolutely removed from the shelves, subject to administrative penalties, and included in credit management.

The third is to launch a six-month special campaign to enhance user perception of information and communication services, and to urge companies to establish a "double list" system for personal information protection (a list of personal information collected and a list of personal information shared with third parties).
