Notice of the Beijing Novel Coronavirus Pneumonia Epidemic Prevention and Control Leading Group Office on Strengthening the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic for Cleaning, Security, Property, Canteen, Repair and Maintenance and Other Logistics Property Staff of Each Unit

All district committees and district governments, all ministries and bureaus of the municipal party committee and municipal government, all head offices, all people's organizations, all colleges and universities, and all working agencies of the Beijing Prevention and Control Leading Group:

In order to implement the spirit of General Secretary Xi Jinping’s important speech during his inspection and guidance of the new coronavirus pneumonia epidemic prevention and control work in Beijing, better respond to the challenges and risks facing Beijing’s epidemic prevention and control, further strengthen the prevention and control of the new coronavirus pneumonia epidemic among logistics property staff such as cleaning, security, property, canteen, and maintenance of various units, and achieve full coverage, no dead ends, no blind spots, and win the battle against the epidemic. The relevant work is hereby notified as follows.

1. Clarify the responsible parties

The employing unit is the responsible entity for epidemic prevention and control work in logistics properties such as cleaning, security, property, canteen, and repair and maintenance. All units should attach great importance to it and strictly follow the requirements of the "Notice of the Beijing Municipal People's Government on Further Clarifying Responsibilities and Strengthening the Prevention and Control of Pneumonia Caused by New Coronavirus Infection" (Beijing Government Document No. 2, 2020) and the "Notice on Implementing the "Four-Party Responsibility" to Further Strengthen the Prevention and Control of Pneumonia Caused by New Coronavirus Infection in Key Populations, Places and Units" (Beijing Government Office Document No. 4, 2020). The main leaders should take charge of it personally, clarify the leaders in charge, strengthen the implementation of responsibilities, and further strengthen the prevention and control work of the logistics and property staff of the unit. The personnel of service outsourcing units must be strictly managed, and outsourcing must not be used as an excuse to shirk the main responsibility of the unit. Employers and service outsourcing units must jointly shoulder the responsibility for epidemic prevention and control, take the initiative to step forward, leave no gaps or blind spots, and form a joint force for epidemic prevention.

2. Strengthen employee health observation and monitoring reports

All units must keep abreast of the status of logistics property staff such as cleaning, security, property, canteen, and maintenance staff in Beijing, and leaving (returning) to Beijing. Employees returning to Beijing from other places must be strictly required to undergo 14 days of medical observation at home or in centralized isolation. Daily health monitoring systems such as employee temperature monitoring must be strictly implemented. In principle, records must be kept truthfully once in the morning and afternoon each day. If employees are found to have symptoms such as fever or dry cough, they must be supervised to take personal protective measures and arrange for medical treatment in a timely manner. They are not allowed to go to work while sick.

3. Strengthen the management of employee dormitories

All units should improve the accommodation conditions for logistics property staff such as cleaning, security, property, canteen, and repair and maintenance staff, and in principle should not arrange them to live in underground spaces. The density of people living in dormitories must be strictly controlled. The per capita dormitory area must not be less than 4 square meters, and the number of people living in each dormitory must not exceed 6. If it is necessary to arrange living in underground space, the per capita dormitory area shall not be less than 5 square meters, the number of people living in each dormitory shall not exceed 2, and bunk beds shall not be set up. For dormitories located in semi-basements with windows, they should be opened daily for ventilation to maintain indoor air circulation; dormitories without windows should not be used as dormitories in principle. Dormitories must be kept clean and tidy. All units must strengthen supervision and management of collective dormitories, clearly identify responsible persons, conduct daily inspections, and ensure that the living environment is clean and safe.

4. Strictly implement personal protection

Cleaning, security, property, canteen, maintenance and other logistics property staff must wear masks throughout their indoor work and pay attention to keeping their hands clean. During the operation, be careful to keep a distance from others, reduce conversations, and avoid loud noises. Work tools should be used in designated areas and for designated items only. Each unit should centrally clean work clothes regularly and disinfect them when necessary.

5. Reduce the frequency and duration of contact between employees

Each unit should formulate strict work procedures and carry out operations in different time periods, floors and areas. Relevant staff should have relatively fixed work areas to avoid cross infection caused by personnel moving between areas. Employees should take the initiative to reduce the frequency and duration of contact between each other, and avoid gathering or crowding together.

6. Strengthen employee training and education

All units should strengthen employee epidemic prevention knowledge training and health education, especially the relevant knowledge and skills for the prevention and control of new coronavirus pneumonia, and enhance self-prevention awareness. Employees must be familiar with and consciously comply with various prevention and control measures in building offices during the epidemic. Educate employees that if they develop symptoms such as fever or dry cough at any time after returning to work, they should report to the unit immediately and leave their jobs to seek medical treatment immediately. Educate employees that if they share a residence with others, they should know each other's basic information. If there are people returning to Beijing from other places living in the same room, urge them to contact the community and register their information as soon as possible to seek community help. People returning to Beijing from other places should undergo home or centralized quarantine medical observation for 14 days as required. Educate employees to minimize going out and gatherings, and avoid going to crowded public places, especially places with poor air circulation.
