At a press conference held by the Hunan Provincial Government Information Office on the morning of March 5, Wang Zhiqun, Party Secretary and Director of the Provincial Poverty Alleviation Office, said, "On February 29 this year, the Hunan Provincial Government approved the poverty alleviation of Shaoyang County and other impoverished counties that were planned to be lifted out of poverty in 2019. So far, all 51 impoverished counties in the province have been lifted out of poverty , which is a milestone in the history of poverty alleviation and development in Hunan Province."

It is reported that there are 51 poor counties in Hunan Province, including 40 national-level poor counties (including 37 district counties and 3 district foreign-assisted counties) and 11 provincially designated poor counties. In recent years, Hunan Province has scientifically deployed, vigorously promoted, and fought with all its might around the poverty alleviation goals set by the central government, promoting the orderly poverty alleviation of 51 poor counties and leading to profound changes in the province's poverty alleviation pattern.

Wang Zhiqun said that the 51 poor counties reduced their poor population by 4.563 million from 2014 to 2019, accounting for 70.1% of the total poverty reduction in the province; the poverty incidence rate dropped from 19.49% to 0.48%, a decrease of 7.19 percentage points higher than the provincial average; the per capita disposable income of farmers increased from 5,137 yuan to 11,344 yuan, an increase of 3.43 percentage points higher than the provincial average. Infrastructure such as water, electricity, roads, and communications and basic public services such as education and medical care in poverty-stricken areas have been significantly improved, and the sense of gain and happiness of the poor has been significantly enhanced. In particular, the province has taken 51 poor counties as the main battlefield for poverty alleviation, explored a number of "Hunan experiences" such as "four follow and four go" industrial poverty alleviation, "1143" poverty alleviation labor cooperation, "uncollateralized, unsecured, benchmark interest rate" microcredit, "Internet + social poverty alleviation", and "Internet + supervision", and created a number of "village-level samples" such as the targeted poverty alleviation in Shibadong Village, Huayuan County.

Speaking of the main practices and experiences of poverty alleviation in poor counties of Hunan Province, Wang Zhiqun introduced that they are mainly reflected in four aspects, namely: insisting on high-level promotion and concentrating efforts to overcome barriers; adhering to the principle of seeking truth from facts and scientifically formulating rolling plans; insisting on precise policy implementation and filling in the gaps and weaknesses one by one; being strict and practical and making every effort to ensure the effectiveness of poverty alleviation.

Since 2014, all levels of government in Hunan Province have dispatched a total of 35,000 village-based work teams and arranged 1.6 million paired assistance personnel; arranged 28.34 billion yuan in special poverty alleviation funds from the central and provincial governments, integrated 62.1 billion yuan in agricultural-related fiscal funds, and invested 13.88 billion yuan in poverty alleviation microcredit funds.

At the same time, Hunan Province has invested a total of 38 billion yuan to build 382 poverty alleviation industrial parks and high-quality agricultural product supply bases in 51 poor counties, organized 839 leading agricultural industrialization enterprises and 20,850 farmers' cooperatives to participate, and promoted more than 2.3 million poor people to increase their income and get rid of poverty. At the same time, the province has made every effort to promote employment poverty alleviation, helping 1.422 million poor laborers in 51 poor counties to transfer employment, and through the construction of 424 employment poverty alleviation bases, 2,038 poverty alleviation workshops, and the opening of public welfare positions such as ecological forest rangers, 35,890 poor people have been employed locally.

In addition, Hunan Province has issued a total of 8.372 billion yuan in various grants to accelerate the construction of 100 Furong schools, increase 146,900 compulsory education places, and solve the problem of children from poor families having difficulty going to school; implemented the "six-level medical" guarantee, and the serious disease treatment rate for the poor population in 51 poor counties with registered files was 99.3%, the chronic disease contract service rate was 100%, and the comprehensive reimbursement rate for hospitalization within the county was 89.74%; effectively guaranteed drinking water safety, and solved the safe drinking water problem for 3.128 million poor people in 51 poor counties; implemented classified comprehensive protection for 564,000 registered poor people in poor counties.

Wang Zhiqun said that currently, there are still 116,000 people in 51 poor counties who have not yet been lifted out of poverty, accounting for 58.3% of the remaining poor population in the province, which are tough nuts to crack; the 4.563 million people who have been lifted out of poverty need to consolidate and improve, and the responsibility is heavy. Hunan Province will maintain the overall stability of its poverty alleviation policies, ensure the stability and sustainability of poverty exit, and ensure that the poverty alleviation task is fully completed as scheduled.
