On July 27, 2018, the Ministry of Veterans Affairs and 12 other military and local departments jointly issued the "Opinions on Promoting Employment and Entrepreneurship of Veterans in the New Era", proposing:

1. Appropriately relax recruitment (employment) conditions. When recruiting staff or hiring employees, government agencies, social groups, enterprises and institutions should appropriately relax the age and educational requirements for retired military personnel, and give priority to recruiting and hiring retired military personnel under the same conditions.

2. Targeted recruitment and priority employment. College graduates who have served in the military for 5 years (inclusive) or more can apply for targeted recruitment positions for service at the grassroots level after retiring, and share the civil servant targeted recruitment plan with those serving at the grassroots level. Priority will be given to recruiting college graduates from registered poor households and retired soldiers.

3. Expand the number of grassroots civil servants recruited. All localities, especially border areas and deeply impoverished areas, have set up a certain number of grassroots civil service positions for recruiting retired military personnel in conjunction with the implementation of strategies such as rural revitalization and poverty alleviation. The number of recruitments has been gradually increased in counties and townships in the Tibetan areas of Tibet and the four provinces of Sichuan, Yunnan, Gansu and Qinghai, as well as in southern Xinjiang.

1. Employment placement

For university graduate retired soldiers, many provinces set aside special positions for them when public institutions recruit each year; for those who have served for 5 years or more, when participating in civil servant recruitment, they can share special recruitment plans for grassroots recruitment such as the "Three Support and One Assistance" program and "College Student Village Officials" program; the period of service is regarded as work experience, and they can be recommended for employment within 1 year after retirement like the same year's graduates; those who have served for 12 years or more will be arranged jobs by the government.

2. Priority is given to those who take the postgraduate entrance examination

The country allocates a separate plan to recruit 8,000 graduate students each year, and the special plan focuses on universities that are building into "Double First-Class" universities. Those who have won second-class merit or above in the army and meet the registration requirements can be exempted from the preliminary examination to pursue a master's degree. Those who take the national postgraduate entrance examination within three years after graduating from undergraduate school will have 10 points added to their total score in the preliminary examination and will be given priority admission under the same conditions.

3. Promotion and re-enrollment benefits

Vocational college (junior college) graduates and students (including college freshmen) who enlist in the military can enter a regular undergraduate program without taking an entrance exam after retiring, provided that they have completed their vocational college (junior college) studies, or can enter an adult undergraduate program according to their wishes. This will be implemented starting from the 2022 junior college to undergraduate admissions. Retired students are allowed to resume their studies within 2 years and can change their majors, and are exempt from military skills courses.

4. Preferential treatment for adult undergraduate students

(1) For retired soldiers who take the adult college entrance examination, the provincial adult college entrance examination office can add 10 points to their admission score based on their test scores.

(2) Ordinary higher vocational (junior college) graduates who have enlisted in the military to serve their compulsory military service and have been discharged can apply for exemption from examination to study in an adult college in their province (autonomous region, municipality) for a bachelor's degree by presenting their ID card, ordinary higher vocational (junior college) diploma, and soldier's discharge certificate.

In general, there is no preferential policy to lower the academic qualifications or add extra points for veterans applying for civil service examinations, but there is a policy of priority admission under the same conditions.
