On the 18th, the Community Epidemic Prevention and Control Group of the Wuhan Municipal COVID-19 Epidemic Prevention and Control Command issued the "Opinions on Adjusting Control Measures in Communities, Villages (Teams) without Epidemics". The opinion states:

For communities identified as having no epidemic, residents are allowed to carry out non-gathering personal activities within the community in batches, time periods, and buildings. If community residents need to apply for a health isolation certificate, they can apply for it individually, and the community will issue relevant certificates proving that the residents are safely isolated in a community without an epidemic in accordance with regulations.

For communities that have been identified as having no epidemic for more than seven consecutive days, residents are allowed to carry out non-gathering personal free activities within the community. Convenience stores, pharmacies, small vegetable markets, etc. that provide residents with daily necessities can resume normal operations in the community, but inspections and risk assessments must be conducted on the business outlets that apply for operation, and measures such as disinfection of the premises, health checks for business personnel, prevention of crowds, and contactless shopping must be strictly implemented.

Villages (teams) that are identified as having no epidemic can restore villagers' living order in an orderly manner, carry out agricultural production, organize villagers to prepare for spring ploughing, unblock channels for agricultural production materials, ensure normal operation of agricultural supply stores, and allow agricultural machinery to operate across regions between villages (teams) that have no epidemic.

Epidemic prevention and control headquarters in each district:

Under the strong leadership of the CPC Central Committee and the State Council and with the strong support of the people across the country, and through the joint efforts of the people of the city, the "Wuhan Defense War" for epidemic prevention and control has entered the stage of decisive battle and victory, and the work of creating epidemic-free communities, villages (teams) has achieved obvious results. In order to further implement the precise prevention and control strategy based on zoning and grading proposed by General Secretary Xi Jinping, coordinate the promotion of epidemic prevention and control and the resumption of work, production and school, and better meet the production and living needs of citizens, in accordance with the spirit of Document No. 63 of the Wuhan Prevention and Control Command [2020], the following opinions are put forward on the adjustment of control measures for communities and villages (teams) without epidemics.

1. Adjustment Object

The city’s communities, villages (teams) that have been identified as epidemic-free in accordance with the “Measures for the Creation of Epidemic-Free Communities”.

II. Adjustment Measures

In accordance with the principles of "beneficial to prevention and control, convenient for life, scientific and appropriate, precise and effective",

Make orderly adjustments to control measures for communities, villages (teams) without epidemics:

(1) For communities identified as having no epidemic situation, residents are allowed to carry out non-gathering personal activities in the community in batches, time periods, and buildings. If community residents need to apply for health isolation certificates, etc., they can apply for them personally, and the community will issue relevant certificates proving that the residents are safely isolated in a community without an epidemic in accordance with regulations, and community staff will help with the application.

(2) In communities that have been identified as having no epidemic situation for more than seven consecutive days, residents are allowed to carry out non-gathering personal free activities within the community. Convenience stores, pharmacies, small vegetable markets, etc. that provide residents with daily necessities in the community can resume normal business, but the applicants for business outlets must be inspected and risk assessed, and those that meet the requirements of epidemic prevention regulations must be allowed to operate. Measures such as disinfection of the premises, health checks for business personnel, prevention of crowds, and contactless shopping must be strictly implemented.

(3) Villages (teams) that are identified as having no epidemic situation can restore the villagers' living order in an orderly manner, carry out agricultural production, organize villagers to carry out spring ploughing and preparation, open up channels for agricultural production materials, ensure the normal operation of agricultural supply stores, and allow agricultural machinery to operate across regions between villages (teams) that have no epidemic situation.

The above-mentioned control measures adjustments shall be applied for by the communities and villages where there are no epidemic areas, inspected and reviewed by the streets (townships), reviewed and approved by the prevention and control headquarters of each district, and reported to the community prevention and control group of the municipal prevention and control headquarters for filing.

III. Related requirements

(1) Adjustments to control measures shall not reduce prevention and control requirements. We must really grasp the scale.

(II) Each district’s prevention and control headquarters must strictly follow approval standards, standardize approval procedures, and conduct inspections and evaluations in a timely manner. (3) Strengthen dynamic management. Any community, village or team that is free of epidemics and whose certification is cancelled or suspended must immediately stop the implemented adjustment measures.

(IV) This opinion shall come into force on the date of its promulgation. This opinion shall be interpreted by the Community Epidemic Prevention and Control Group of the Municipal COVID-19 Epidemic Prevention and Control Command.
