Notice from the Ministry of Education: College entrance examination candidates are only allowed to enter the examination site if their body temperature is below 37.3℃!

The number of people who registered for the national college entrance examination in 2020 was 10.71 million. Faced with special situations such as the normalization of epidemic prevention and control, the education department, together with the member units of the National Education Unified Examination Inter-ministerial Joint Conference, will use the highest standards and strictest measures to strictly carry out college entrance examination epidemic prevention, examination safety, candidate services, admissions and other tasks to ensure the realization of a "safe college entrance examination", "sunshine college entrance examination" and "fair college entrance examination". The Ministry of Education revealed that for this year's college entrance examination, the body temperature of all people entering the examination site will be measured, and only those with a temperature below 37.3℃ can enter the examination site. The examination site will set up awnings and re-examination rooms for people with abnormal temperatures. After the end of each day's examination, each examination site will also conduct a preventive disinfection of the examination room. Strict closed management will be implemented at the marking points or areas, and a daily zero-report system for the health status of marking teachers will be implemented. The Ministry of Education also made it clear that any new college students who attempt to impersonate others’ identities will have their admission qualifications revoked and will be dealt with seriously.

The Ministry of Education, together with the National Health Commission, guided local governments to formulate epidemic prevention plans and implementation measures for the college entrance examination in light of their actual conditions, and strictly enforced the implementation of the work.

All localities have conducted daily temperature measurements and physical health monitoring of candidates and examination staff 14 days in advance. All test sites are equipped with sufficient epidemic prevention materials as required, and isolation examination rooms and isolation facilities are set up. In principle, one backup isolation examination room will be set up for every 10 ordinary examination rooms (no less than 3 for each examination site). The Ministry of Education and the National Health Commission adopted a "one-stop" approach and carried out training for the heads of provincial, municipal and county examination institutions and test sites. All localities are actively carrying out epidemic prevention education and training that covers all candidates and examination staff, and must ensure that they know everything they should know.

In terms of epidemic prevention during the exam, all persons entering the examination site must have their temperature measured, and only those with a temperature below 37.3℃ are allowed to enter the examination site. At the same time, the test site will set up awnings and re-examination rooms for people with abnormal body temperatures, for those waiting to be tested to prepare for the test and for those who fail the test to take a short rest and adjust. All localities will make arrangements for examination room layout, sanitation and disinfection, cooling and ventilation in accordance with epidemic prevention requirements. Under the guidance of local health departments and disease control agencies, each test site will clean and disinfect test sites, examination venues, passages, areas, tables and chairs, and clearly post completion signs. Candidates who develop fever or cough during the exam will be transferred to a spare isolation examination room according to established procedures.

Each test center will organize candidates to leave in an orderly manner, stagger their departure times, maintain distance, and avoid congestion. Examination staff shall hand over examination materials such as test papers, answer sheets, and draft papers in an orderly manner as required. After the end of each day's examination, each test center will conduct preventive disinfection of the examination room. Strict closed management will be implemented at the marking points or areas, and a daily zero-report system for the health status of marking teachers will be implemented.

Local education departments, together with member units of the National Education Unified Examination Liaison Conference in their provinces (autonomous regions and municipalities), will further improve the joint prevention and control and joint management working mechanisms, increase prevention and crackdown efforts, and make every effort to ensure examination safety.

The Ministry of Education requires all localities to strictly conduct inspections throughout the entire process, implement one-post-multiple-control and human-technical joint defense in all examination work links such as paper making, printing, transportation, and storage, and achieve video surveillance and seamless links throughout the entire paper operation process to ensure the safety of test questions and papers.
Since May, relevant departments in various places have successively launched five special operations, including "cracking down on the sale of cheating equipment", "purifying the online environment related to examinations", "purifying the environment around examination sites", "cracking down on cheating by proxy", and "cleaning up and rectifying examination-related training institutions and examination-assisting intermediaries". A number of "exam-assisting" criminal gangs have been eliminated in accordance with the law. The relevant rectification actions will continue until the end of the college entrance examination.

This year, all localities will further strengthen entrance management at examination sites, actively adopt various detection methods to prevent high-tech cheating tools from entering the examination rooms; and take measures such as multiple certificate verification and human-machine comparison to strictly prevent cheating. At the same time, we strictly select examination staff, strictly implement examination regulations, and promptly discover and deal with cheating in examination rooms.

All localities have adhered to the principle of putting candidates first, strengthened overall coordination, provided comprehensive examination service guarantees, and strived to create a warm and comfortable examination environment.
