How is the credit blacklist generated?

In daily life, the credit blacklist is a common term used by the outside media or cardholders to describe "a person's credit card or loan has a record of overdue repayments, with a long overdue period or a large overdue amount." The blacklist also refers to the "list of dishonest persons subject to execution". According to the "Several Provisions of the Supreme People's Court on the Publication of the List of Dishonest Persons Subject to Execution", dishonest persons who maliciously evade the execution of court judgments will be entered into this list, also commonly known as the "blacklist of deadbeats".
Can a person's credit blacklist be restored? How long does it take to be restored?
The credit blacklist starts from the date when the overdue debt is settled, and the blacklist will be automatically removed after 5 years. If the outstanding balance is not settled, the overdue record will be kept permanently. According to Article 16 of the Regulations on the Administration of Credit Reporting Industry, credit reporting agencies shall retain negative personal information for 5 years from the date when the negative behavior or incident ceases; if it exceeds 5 years, it shall be deleted.
