From the 10th to today (11th), some areas in northeastern Chongqing, central and western Chongqing, and southeast Chongqing experienced local torrential rains, and some rainfall stations experienced extremely heavy rains, causing waterlogging in Changshou, Dianjiang, etc. According to the Dianjiang County Flood Control and Disaster Relief Command of Chongqing, as of 13:50 on the 11th, four people in Dianjiang County died from geological disasters caused by heavy rainfall, and two people drowned. I believe that many people have a lot of confusion about rainstorm warning signals. How are rainstorm warnings graded? What should we do after the warning signal is issued? Let's answer these questions one by one. Before the rainstorm arrives, the meteorological department will issue a warning signal to the public. From weak to strong, the rainstorm warning signal is divided into four levels, represented by blue, yellow, orange and red. These four levels of warning signals have their own specific standards. 01 Understanding different levels of rainstorm warnings Source: CCTV News (1) Blue Warning for Heavy Rain Meaning: The rainfall will reach more than 50 mm within 12 hours, or has reached more than 50 mm and the rainfall is likely to continue. (2) Yellow rainstorm warning Meaning: The rainfall will reach more than 50 mm within 6 hours, or has reached more than 50 mm and the rainfall is likely to continue. (3) Orange rainstorm warning Meaning: The rainfall will reach more than 50 mm within 3 hours, or has reached more than 50 mm and the rainfall is likely to continue. (4) Red warning for heavy rain Meaning: The rainfall will reach more than 100 mm within 3 hours, or has reached more than 100 mm and the rainfall is likely to continue. 02What should we pay attention to under different levels of warning? Blue Warning - When a rainstorm comes, it is best to stay indoors and away from windows; do not take shelter under a tree outdoors, do not hold metal objects or make phone calls to prevent lightning strikes What should the public pay attention to in areas covered by the blue rainstorm warning? When a rainstorm comes, it is best to stay indoors and away from windows. When staying in the house, always pay attention to gas leaks, turn off the gas and circuits, and leave the house quickly if you see flames. If there is thunder, do not watch TV or surf the Internet, and unplug power supplies, telephone lines, TV antennas and other metal wires that may attract lightning strikes. In addition, do not use solar water heaters to take a shower during thunderstorms. When you are outdoors, get indoors as quickly as possible. If you don't have time to hide, use whatever you can find to protect your head from injury. Since short circuits in power lines during heavy rains can cause people to be electrocuted, stay away from power lines. Do not take shelter under trees, do not hold metal objects or make phone calls to prevent lightning strikes, and stay away from rivers, lakes, rice fields, open areas, billboards, and simple buildings. Yellow warning: Try to avoid driving in waterlogged areas; check drainage systems in cities, farmlands, and fish ponds, and take necessary drainage measures After a yellow rainstorm warning is issued, the traffic management department shall, based on road conditions, take traffic control measures in sections with heavy rainfall, implement traffic guidance in sections with accumulated water, and take road closure measures when the depth of accumulated water exceeds that of the exhaust pipe. When water accumulates in the culvert of an overpass, the relevant government departments shall immediately block the overpass and set up warning signs. For low-lying sections with large areas of waterlogging, the relevant departments shall promptly clear the drainage outlets. It is best for the public not to ride bicycles or cars during heavy rains, and try to avoid driving in stagnant water. When heavy rains come, drive your car to a higher place and park it immediately, and never park it in low-lying areas. Cut off dangerous outdoor power supplies in low-lying areas, suspend outdoor operations in open areas, and move people in dangerous areas and residents of dangerous houses to safe places to take shelter from the rain; pay special attention to heavy rains at night to prevent old and damaged houses from collapsing and injuring people. Check the drainage systems of cities, farmlands, and fish ponds, and take necessary drainage measures. Orange and red warnings: Heavy rains may have or will cause rising water levels in rivers and lakes, disruption of ground transportation, interruption of power transmission lines, and other disasters; seek shelter in a safe building immediately and wait for the rain to stop. After the Central Meteorological Observatory issues an orange or red rainstorm warning, the rainstorm may have or will cause disasters such as rising water levels in rivers and lakes, ground transportation interruptions, and power line interruptions in the area. All relevant departments should immediately enter emergency posts, conduct close monitoring and take rescue measures; people near mountains, hills, and rivers should immediately evacuate to safe areas; organizers of large-scale mass activities should immediately stop activities and properly relocate or try to safely evacuate people; hospitals, schools and other units should resolutely take measures to ensure the safety of their personnel and stop going out; people should immediately find safe buildings to shelter from the rain. If the driver encounters a vehicle stall or cannot drive normally, he should observe the surface runoff. If the runoff is rapidly gathering, he should decisively abandon the vehicle and avoid it, and wait for the rain to stop before moving the vehicle; all units and personnel in the warning area should listen to and watch the emergency information and meteorological warning information of relevant departments in a timely manner. 03 Disease prevention after heavy rain and flood disasters "After a flood disaster, garbage, feces, etc. containing a large number of microorganisms will enter the flood. At this time, once people are exposed to the flood and its polluted environment, the risk of contracting infectious diseases, especially intestinal infectious diseases, will increase significantly." Sun Zongkeo, director of the Emergency Office of the Institute of Environmental and Health-Related Product Safety, Chinese Center for Disease Control and Prevention, and researcher, said at the press conference. Experts suggest that to prevent intestinal infectious diseases, people should develop the habit of washing hands frequently, avoid eating spoiled and contaminated food, especially food soaked in flood water, and regularly spray disinfectants and insecticides on domestic garbage and manure pools to reduce the breeding of mosquitoes. At the same time, people should also pay attention to the prevention of infectious diseases caused by vector-borne organisms, wear long-sleeved clothes and pants when traveling, and spray floral water on exposed parts of the body for protection. Experts especially remind that in areas where schistosomiasis is prevalent, people should try to avoid direct contact with floodwaters. If they have unexplained fever, diarrhea, rash and other related symptoms, they should seek medical attention in a timely manner. The public should pay attention to keeping their skin dry and clean, change shoes and socks frequently, wear loose and breathable clothing, and not wear wet clothes; try to avoid damage to the skin from the surrounding environment, such as high temperature and high humidity environment, exposure to sunlight, etc., and do a good job of sun protection; pay attention to preventing mosquitoes, keep the indoor air ventilated and dry, etc. Comprehensive sources: China National Radio, China Meteorological Administration, Xinhua News Agency, etc. |
