The report believes that due to the late start of the domestic artificial intelligence industry and insufficient early accumulation, my country's artificial intelligence industry faces the dilemma of insufficient supply of effective talents. The "Notice of the State Council on Issuing the Development Plan for the New Generation of Artificial Intelligence" proposes to achieve the goal of exceeding 150 billion yuan in the scale of the core artificial intelligence industry by 2020. According to this industry scale target, it is estimated that the gap in effective talents in my country's artificial intelligence industry will reach 300,000, and the imbalance between supply and demand in specific technical directions and positions is particularly prominent. The current serious imbalance in the supply and demand of talents in the artificial intelligence industry is mainly manifested in the following three aspects: First, the supply and demand of different types of positions are unbalanced. At present, enterprises have the strongest demand for talents in technical positions such as algorithm research positions, application development positions and practical skills positions, accounting for 12.2%, 19.8% and 34.8% of the overall demand positions respectively, but their talent supply and demand ratios are only 0.13, 0.17 and 0.98 respectively; Second, the supply and demand of different technical directions are unbalanced. Machine learning and computer vision have the most prominent talent demand at this stage, accounting for 39.1% and 33.4% of the overall demand positions respectively, but talents in related technical directions are extremely scarce, with talent supply and demand ratios of only 0.23 and 0.09, and effective supply is seriously insufficient; Third, the supply and demand of talents in different regions are unbalanced. The Beijing-Tianjin-Hebei region, the Yangtze River Delta region, the Guangdong-Hong Kong-Macao Greater Bay Area and the Sichuan-Chongqing region are the main development highlands of the current artificial intelligence industry, and are also the main gathering places of talent resources in the artificial intelligence industry. The scale of talent demand accounts for 90.9% of the national total demand, and the scale of talent supply accounts for 82.9% of the national total supply. In addition, the report believes that there are three major trends in the development of talents in the artificial intelligence industry: first, there is an obvious trend of localized services for talents in the artificial intelligence industry; second, a talent training model integrating industry and education has been initially formed; third, the importance of building an ecological system for talent training in the artificial intelligence industry has become increasingly prominent. To this end, the report puts forward three suggestions: First, the government should strengthen the top-level planning of talent training in the artificial intelligence industry, and guide the steady development of talent in the artificial intelligence industry; second, accelerate the construction of an artificial intelligence "government, industry, academia and research integration" talent training ecosystem, and promote the matching of artificial intelligence industry talent supply with industrial development needs; third, strengthen international talent exchange and cooperation, and encourage regional talent mobility.
