Beijing Intelligent Vehicle Association: 2021 Beijing Autonomous Driving Vehicle Road Test Report

The report shows that as of the end of 2021, a total of 170 vehicles from 16 testing entities in the city participated in the general technical testing of autonomous vehicles; the cumulative safe driving mileage of road tests has exceeded 3,911,694 kilometers, maintaining growth for three consecutive years; the cumulative manned test road mileage has reached 2.51 million kilometers, and more than 300,000 people have participated in manned trial operation tests.

This report is the fourth time that Beijing has released an autonomous driving vehicle road test report after three consecutive years in 2018, 2019 and 2020. It was written by the Beijing Intelligent Vehicle Industry Innovation Center and the Zhongguancun Zhitong Intelligent Transportation Industry Alliance under the guidance of the Beijing Autonomous Driving Test Management Joint Working Group.

The report introduces that as my country's autonomous driving industry has entered the product and business model verification stage from the key technology verification stage, the application demonstration work of the industrialization of autonomous driving has entered the deep water zone. The industrial development has put forward the need for further upgrading of important supporting factors for the development of autonomous driving, such as domestic policies, supervision, demonstration scale, infrastructure, scenarios, products, and business models.

Promoting the transformation of the autonomous driving technology evaluation system to the autonomous driving product and service evaluation system has become a key factor in realizing the real industrialization of high-level autonomous driving and unmanned driving in the future. In 2021, Beijing continued to make efforts in multiple dimensions in terms of policies, standards, environmental construction, operation management and safety assurance, opening the curtain of the "first year" of supporting the verification of autonomous driving products and business models in Beijing.

First, policies continue to be implemented: Beijing's Autonomous Driving Test Management Joint Working Group further promoted the implementation of the "Beijing Autonomous Driving Vehicle Road Test Management Implementation Rules (Trial)" and deepened special technical testing and manned trial operation testing.

In 2021, the unmanned special technical test of autonomous driving road testing entered the second phase, with a cumulative mileage of 75,933 kilometers of open road autonomous driving; manned testing entered the third phase; and night test notices were issued for 43 vehicles. In April this year, Beijing established a policy pilot zone for intelligent connected vehicles to promote the pilot of the commercial operation mechanism of autonomous driving vehicles.

The second is the improvement and upgrading of standards: Beijing has currently established a relatively complete set of autonomous driving vehicle technology testing and evaluation standards covering closed test sites, simulation test platforms, autonomous driving vehicle technology evaluation, test road requirements, data collection requirements and other aspects. At the same time, it will continue to promote the transformation of existing mature testing standards into product-level standards, laying a solid foundation for the productization and large-scale demonstration operation of intelligent connected vehicles.

Third, environmental construction has been promoted: 27 new test roads have been opened in Daxing District and Tongzhou District, and 51 new test roads have been opened in Shunyi District. The length of test roads in the city has increased by 46.9% compared with the end of 2020. Road traffic environment support for special technical tests has been promoted, and 82 unmanned special technical test roads with a length of 423.26 kilometers in three districts and 31 special weather test roads with a length of 190.92 kilometers in two districts have been opened. The Beijing Engineering Research Center for Vehicle-Road Collaborative Autonomous Driving has been established.

Fourth, large-scale trial operation: As of the end of 2021, a total of 170 vehicles from 16 test entities participated in the general technical testing of autonomous vehicles. The cumulative safe driving mileage of road tests has exceeded 3,911,694 kilometers, maintaining growth for three consecutive years and leading the country. Among them, there are 124 manned test vehicles, with a cumulative manned test road mileage of 2.51 million kilometers, and more than 300,000 people participated in the manned trial operation test. The road test trial operation has entered the large-scale stage. The representative company Baidu has completed 63,409.94 kilometers of unmanned manned demonstration in the Shougang Park, carrying 17,433 passengers.

Fifth, scientific safety assurance: For a long time, when human-driven cars and self-driving vehicles coexist, traffic accidents cannot be eliminated. For the testing and demonstration of self-driving cars, Beijing adheres to the working principle of "safety first, orderly innovation", continues to deepen scientific management policies, upgrade scientific testing and demonstration standards, and improve scientific management systems.

In terms of innovative exploration of road test management services, Beijing Intelligent Vehicle Network has also upgraded the "Beijing Autonomous Driving Vehicle Road Test Management and Service Platform", realizing a major shift in autonomous driving test data collection from physical devices to vehicle-cloud docking.

By recording, tracing, mining and analyzing road test data, we can provide data support for the improvement and optimization of Beijing's autonomous driving policies and ensure that road tests of autonomous driving vehicles are safe and controllable. We can establish an operational safety evaluation system for autonomous driving products and services, a risk identification and early warning and forecasting mechanism, and achieve safety assurance and evaluation during the large-scale trial operation test phase of autonomous driving.
