When the Prime Minister issued a call for "mass entrepreneurship and innovation", and when "mass entrepreneurship and innovation" was unprecedentedly written into the 2015 Government Work Report to promote it, I seemed to see hope. However, with a piece of paper from a certain relevant department, the company was facing life and death in an instant, and it was about to die. On July 1, the State Administration of Press, Publication, Radio, Film and Television issued the "Notice on the Management of Mobile Publishing Services", and the issue of version number approval has plunged the game industry into a quagmire again. Everyone in the industry understands that mobile games have also entered the era of version number review system. From then on, independent game developers and even small-scale entrepreneurial teams are basically dead! Why can an approval system make entrepreneurs in an industry miserable, and why can it destroy the "mass entrepreneurship and innovation" path of an industry? The cost of starting a business has been magnified and the road to mass innovation has been blocked. Under the guidance of the "double entrepreneurship" policy, the state has introduced many preferential measures for start-up companies, and local governments are also implementing various preferential investment policies to support entrepreneurship, which have provided help for the start-up companies. But in the game industry, the version number approval system has infinitely increased the cost of entrepreneurship. The cumbersome process of applying for a version number is as follows: Materials required for applying for a version number: 1. Copy of copyright certificate 2. Copy of business license 3. Copy of ICP certificate 4. Publishing authorization 5. Letter of commitment 6. Publishing contract Version number review process: 1. Publishing house: review time 5-10 working days (if there is any modification, the publishing house will review it after the modification, and the review time is 5 working days, and the modification time is not within the processing time); 2. Publishing house to the Publishing Bureau: review time 15-20 working days (if there is any modification, the Publishing Bureau will review it after the modification); 3. State Administration of Press, Publication, Radio, Film and Television: review time 40-60 working days (if there is any modification, the General Administration of Press and Publication will review it after the modification) If you follow the above process and everything goes well, the review time is 60-90 working days. Excluding miscellaneous time, it is estimated that it will take at least 4-5 months (one month is calculated as 20 working days) to get it. Our company also applied for game licenses according to regulations. Nine months have passed since the application for two game licenses, but there has been no news, not even a notice of modification. What kind of startup company can bear such an approval time? Even if nothing unexpected happens, what is the concept of a normal time of more than 4 months? If the product is not launched for 4 months, it will kill a startup company! 4 months of approval + 2 months of online preparation period + 3 months of payment period, that is to say, when the startup company normally receives the money, it will be 9 months later at the earliest. Such a long period of time is fatal for startups. Let the startup company wait, and it may not get it, it is better to let it close down directly! Under the current market conditions, the market competition is fierce, and the development of mobile Internet has basically changed dramatically in a few months. For a company, survival must be the first priority. However, with the increase in the cost of entrepreneurship, innovation has become an unrealistic idea. Mass innovation requires not only the innovation of large enterprises, but also the support of a large number of small and medium-sized enterprises. However, in reality, a large number of small and medium-sized enterprises have to give up the road of innovation in order to ensure survival. People who leave and economic growth points: The country is vigorously developing the cultural industry, and the game industry is part of the cultural industry. The 2015 China Game Industry Report officially released the relevant data of China's game industry in 2015. The report shows that in 2015, the number of Chinese game users reached 534 million, a year-on-year increase of 3.3%; the actual sales revenue of the Chinese game market (including client games, web games, social games, mobile games, stand-alone games, TV games, etc.) reached 140.7 billion yuan, a year-on-year increase of 22.9%. Among them, the actual sales revenue of the mobile game market reached 51.46 billion, a year-on-year increase of 87.2%. From the above, we can see that the game industry can generate huge economic benefits and provide more employment opportunities. At the same time, the game industry has a strong cultural communication nature. The development of state-owned game companies is part of a cultural power. We have imposed restrictions on the number of imported games and films because we are at a disadvantage. The purpose is to protect the development of domestic game, film and television industries and other cultural industries within a certain period of time. However, the game industry has been restricted everywhere, leading to the decline and deformity of the industry, and there is no hope of fighting against overseas games. Nowadays, more and more frustrated game companies and startups have turned their focus to foreign countries, and even many game-related talents have left China directly. The value created by the industry is gradually compressed. While national policies continue to attract talents and enterprises, the game industry has actually produced the opposite situation. Sometimes regulations need to be implemented and carried out more carefully than policies. The development of the game industry has provided employment opportunities for many people. The version number approval system will bring corporate crises, and small and medium-sized enterprises will be forced to close down due to the heavy burden. It is not sensational that the game industry will increase unemployment.After 10 years of game entrepreneurship, I am reluctant to leave the industry I love. I want to see the era of domestic game revitalization and the more healthy development of this industry. I strongly support the state's supervision of games, because the state can see more and farther, and guide and develop this industry in the most national interest. However, due to various circumstances, more and more thresholds have been set to continuously increase the burden on this industry, and there is a tendency to overwhelm this industry. I also have something to say about these thresholds and regulatory issues. Game industry supervision, unclear government functions: Document of the Office of the Central Organization and Establishment Committee, Document No. 35 of the Central Organization and Establishment Office [2009] [Central Organization and Establishment Office's "Three Determinations" Regulations for the Ministry of Culture, the State Administration of Radio, Film and Television, and the General Administration of Press and Publication]. The "Three Determinations" clearly stipulate that the Ministry of Culture is the competent department for online games, but the State Administration of Press, Publication, Radio, Film and Television has switched concepts and is still confusing the concepts of online game publications and online game publishing, and forcing online games to implement pre-approval. Online publishing, generalizing the concept of publishing, blurring the boundaries of management, and leading to overlapping departmental responsibilities. In the management group of the Department of Culture, the helplessness of the managers of the Ministry of Culture is often seen. Game operation and distribution companies need to have a "Cultural Operation License" and an ICP certificate to operate game operations and charge fees. These are business qualifications for game companies and are necessary. However, if online game operations are defined as online publications, then only publishers should have business qualifications. Online games are placed on servers and downloaded through the Internet for users to use. This is called online operation, not publishing. The "Publishing Management Regulations" have very clear regulations on what publications are, and online games do not belong to this category as long as they do not ship CDs. In fact, the State Administration of Press, Publication, Radio, Film and Television's version number approval system is a rude interference in online game companies! Is the version number approval system illegal? Who will supervise the relevant departments of the version number approval system? Is it people? Or is it the law? The version number approval system provides some individuals and intermediaries with opportunities to make money. The State Administration of Press, Publication, Radio, Film and Television responded positively to the "version number approval issue" for the first time on July 7: version number approval does not charge any fees, there is no "expedited processing" channel, and it clearly opposes agency behavior. I looked at these official answers and wanted to laugh but couldn't. Version number approval does not charge any fees? Put the blame on the publisher or intermediary. It is they who collected the money, not the SARFT. You require that only those with Internet publishing qualifications can apply for it. How can game development companies, game operation companies, and game distribution companies have this qualification (more than 98% do not have it, and it is even more impossible for startup companies to have it). They can only find publishers or intermediaries to handle it on their behalf. Then you clearly oppose the agency behavior, saying that it is illegal to do it on behalf of others. Isn't this a ridiculous contradiction? Then there are people who say that there is no "expedited processing" channel, which is even more ridiculous. Why did many game licenses come down 60 working days ago? Why did I get a game that was delayed for a long time immediately after I added 20,000? Many small and medium-sized game company entrepreneurs may be like me, with a passion to make a name for themselves. But our energy cannot be focused on the company's operations and products, and most of the time has to be spent on dealing with ever-changing regulations. An ordinary game startup company has to find a publisher, a publishing bureau, and the State Administration of Press, Publication, Radio, Film, and Television to complete the review process for a game's version number. If you don't have the qualifications for a publishing license, you can only ask someone else to handle it on your behalf. A game company has to deal with publishers. Doesn't anyone find it strange? The most serious problem with the version number approval system is the discretionary power. There is no actual game review system at all, and there are no laws and regulations to restrict it. There are no rules to follow when designing and developing games. If I say you are vulgar, then you are vulgar. If I say your game tasks are not enough, then you are not enough. If I say your ideology is problematic, then you are problematic. There are interests behind this, and there are no laws and regulations to restrict it. Now people in the game industry have calculated that the market for agent version numbers is worth hundreds of millions. How much corruption will be generated? From the era of PC games to mobile games, I don't know how many billions of corruptions have been caused, and how much economic losses have been caused to the country. The version number approval system has not achieved the purpose of supervision: various business qualifications, the purpose of administrative approval, and the functional departments often say "regulating the market and promoting the healthy development of the industry". Similarly, the State Administration of Press, Publication, Radio, Film and Television also uses the same banner "to maintain normal market order and consumer rights, package the content orientation and quality of game works, and promote the healthy development of China's online game publishing industry". So has such a version number approval system achieved its purpose? Obviously not, it has only increased the burden on enterprises. The approval process is very strict, but the online supervision is very weak. In fact, many companies submit version numbers to cope with the approval process, which are completely different from the versions that are actually put into operation. Basically, there is no supervision or spot check on the versions of games launched by large companies. Of course, the review system is completely incompatible with market demand and is unreasonable, which leads to such a situation. Entrepreneurial ideals are rejected by reality: For ordinary people, starting a business requires them to fight with all their wealth. Most entrepreneurs will first understand the industry situation and development prospects. However, what do people who want to start a business in the game industry see now? The increase in the cost of starting a business, a large number of "copycat" products, changing regulations at any time, and the depression and wailing of people in the industry. Such a reality makes many people stop, hesitate, and leave... As an entrepreneur in the game industry, I can't help but have the following questions: Question 1: It is clear whether online games are online publications and whether they need a version number. If not, is it illegal for the State Administration of Press, Publication, Radio, Film and Television to conduct pre-approval? Question 2: If the State Administration of Press, Publication, Radio, Film and Television is legal, should the application conditions be appropriately relaxed, should the approval process be reduced, and the approval time be shortened? Question 3: There is no actual supervision of games after the version number is approved, and a large number of games with version numbers actually violate the requirements of version number approval. The version number approval system does not actually solve the corresponding purpose at all, but increases the burden on enterprises and generates corruption. Question 4: Should there be corresponding laws to restrict the drawbacks brought by the version number approval system? The relevant departments should not have too much discretion. Question 5: There are multiple departments with overlapping functions and multiple review mechanisms, and each department has different requirements and standards. Regarding the entrepreneurial problems in the game industry and the development of the industry, I have the following suggestions for the above problems: Solutions: 1. Since online games belong to the cultural industry, they should be uniformly managed by the Ministry of Culture to approve and supervise online games. There should not be multiple departments with overlapping functions and multiple review mechanisms. 2. Relax the approval conditions and strengthen the supervision of online game operations. The game filing policy of the Ministry of Culture is sufficient, and no more approval conditions are needed. 3. It is imperative to formulate a set of completely "Chinese characteristics" classification system to constrain. The real-name system and underage anti-addiction measures cannot solve the problem at all. 4. Establish a reasonable game review and supervision system. There is no reasonable quantitative unified standard for the pros and cons of games. The self-examination of game companies and the supervision of the Ministry of Culture can establish a unified and enforceable scale for the entire industry. Encourage and support the development of the domestic game industry, especially independent producers and start-up companies, to promote the development of China's own cultural industry. What is needed is not only preferential support in tax policies, but also a good open environment, so that mass innovation can be truly realized. The house price is too high, I can't afford to buy, I can rent! The price of goods is rising, I can't afford to eat, I can eat less! Administrative approval, an insurmountable gap, I have no choice! I have been in business for ten years, and I have paid too much for my dream. I have survived divorce, debt, and inability to eat. For the first time, I felt desperate and couldn't live! This government has given me greater confidence. The industrial and commercial departments have changed the registered capital paid-in registration system to the registered capital pledged registration system. At the same time, multiple licenses can be obtained for one address, and other conditions for industrial and commercial registration have been relaxed. The Ministry of Culture has also opened up the game operation company. It no longer needs a registered capital of 10 million. Even game filing is easy for companies to do. Local governments are also implementing various preferential investment policies to support entrepreneurship. "Mass entrepreneurship and innovation", "Cleaning up professional qualification licenses and reducing administrative approval matters complement each other and must be considered from a global perspective", but the online game industry seems to be forced into a dead end by the version number approval system. I am still alive, I want to shout and beg the Prime Minister to save the entrepreneurs in the game industry!
