Based on this expectation, the Indonesian government has introduced a new policy that requires that 4G tablets and smartphones sold in Indonesia must involve local manufacturers. In 2016, local manufacturers must participate in 20% of investment or R&D, and this requirement will rise to 40% by 2018. Before 2015, the Indonesian government required smartphones to be assembled domestically. Chinese manufacturer Xiaomi had no way of meeting this requirement, so it blocked the 4G function of its Indonesian-made smartphones to meet the policy requirements. Currently, Lenovo, OPPO and Samsung have all set up factories in Indonesia. Samsung is also the most popular smartphone brand in Indonesia, with a market share of about 26%. After the new policy is introduced, foreign smartphone brands without factories can meet the government's localization requirements by pre-installing software, which is good news for Android phones. But phones without pre-installed software like iPhone obviously cannot meet the requirements. In fact, 4G-enabled iPhones are still only smuggled in Indonesia, which has the fourth largest population in the world. No licensed products are sold. In addition to this reason, BlackBerry's popularity in Indonesia is also an important reason for settling in Indonesia. According to BlackBerry's data, the most popular social software in Indonesia is BlackBerry's BBM.
