Ministry of Commerce: Parallel import pilot projects see significant price cuts for mid- to high-end cars

The Ministry of Commerce held a regular press conference today. Shen Danyang, spokesperson for the Ministry of Commerce, said that since the launch of the parallel import pilot program for automobiles, the prices of mid- to high-end imported automobiles have dropped significantly, with most of them dropping by more than 15% and some even exceeding 30%. Shen Danyang introduced that recently, the Ministry of Commerce and seven other departments wrote back to Sichuan, Xinjiang, Dalian, Ningbo and other four provinces and cities, supporting them to carry out parallel import of automobiles. This is a new expansion based on the pilot program of parallel import of automobiles carried out in four free trade pilot zones, including Tianjin, Shanghai, Fujian and Guangdong.Shen Danyang said that the pilot program of parallel import of automobiles is an important starting point for the supply-side structural reform in the field of automobile circulation. Data shows that since the pilot program was launched in the four pilot free trade zones, the prices of mid-to-high-end imported automobiles have dropped significantly, most of which are more than 15%, and some even exceed 30%. There are 129 parallel imported automobile models, which better meet the diversified and multi-level consumer needs. From January to September 2016, 85 pilot enterprises actually parallel imported 39,000 vehicles, and the supply of the automobile market has been further optimized. Shen Danyang mentioned that in February this year, the Ministry of Commerce and other eight departments issued policies in seven areas, including simplifying the application for automatic import licenses for automobiles, deepening the reform of mandatory product certification for parallel imported automobiles, and allowing the development of bonded warehousing business for complete automobiles. The policy system for the parallel import pilot of automobiles has been continuously improved. According to the mid-term evaluation conducted by the Ministry of Commerce and relevant departments, the pilot has formed "one platform and four systems" and other replicable and promotional experiences in establishing a one-stop public service platform, international market procurement system, trade facilitation customs clearance system, after-sales service guarantee system, and government supervision information system. Shen Danyang emphasized that in the next step, the Ministry of Commerce will actively promote the pilot work of parallel import of automobiles, further strengthen guidance to pilot areas, promote the improvement of the "one platform and four systems", study and solve problems encountered in the pilot work, and strive to build parallel imported automobiles into the third important force besides domestically produced automobiles and brand-authorized imported automobiles.
