How can enterprises bear the high costs after the withdrawal of new energy subsidies? Double-point trading has become an important attempt. In early July this year, the Equipment Industry Department of the Ministry of Industry and Information Technology announced that the management platform for passenger car companies' average fuel consumption and new energy vehicle points (referred to as "double points") has been launched, and the double points trading of passenger car companies has officially started. From July to September, passenger car companies will usher in the first round of centralized points trading. According to the "double points" policy, the deadline for offsetting negative fuel consumption points in 2017 is before September 30. At the "2018 Industrial Innovation and New Energy Vehicle Summit" held by the National Business Daily, Wang Hui, director of the JAC New Energy Passenger Vehicle Marketing Business Center, demonstrated the meager effects of the initial dual-points transaction. An electric car that can receive a subsidy of 60,000 to 80,000 yuan can only be sold for 5,000 to 6,000 yuan based on the points, which is only 1/10 of the subsidy. Most new car companies regard this as part of their income, hoping to improve their financial situation. However, it seems that the situation is not optimistic now. After the subsidies are cancelled in 2020, new energy vehicles from joint venture brands will see rapid growth, and domestic new energy vehicles that lose the protection of subsidies will face unprecedented pressure. It remains unknown how much role the dual-point trading, which replaces fiscal subsidies, can play in helping the new energy market shift from policy orientation to free market competition. One of the functions of the double points system is to bring certain income to automakers that produce more new energy products by establishing a trading mechanism of purchasing positive points to offset negative points. However, the trading value of points is not optimistic, and it is impossible to make a lot of money by points. The only chance for companies is to wait for changes in market supply and demand.
