In February this year, due to safety hazards in the gearbox, SAIC-GM-Wuling recalled 19,680 Baojun 560 DCT vehicles produced between June 29, 2017 and November 30, 2017. In line with the attitude of being responsible to consumers, companies should have gained more trust and support by proactively recalling defective products, but SAIC-GM-Wuling's recall has aroused many doubts and concerns. A netizen on a forum said: "This company is really not trustworthy now, and I don't know why. This recall seems to be useless." Another netizen lamented that "the problems before 315 have not been solved, and they are afraid of being named again." At last year's CCTV "3.15" Gala, Baojun 560 was singled out for a gearbox failure. Immediately afterwards, SAIC-GM-Wuling issued a statement saying, "The (problematic products) reported by CCTV are some of the 19,680 Baojun 560 DCT 1.5T vehicles produced from June 29, 2017 to November 30, 2017." As netizens said, even though Baojun 560 was singled out by CCTV, the gearbox failure was not resolved. As early as May 2019, SAIC-GM-Wuling recalled this batch of Baojun 560. However, "it is still the same before and after the recall, the stall still occurs, the fault code still pops up, and the fault lights are all on," said a car owner helplessly, "the recall plan is ineffective, and the repair only forcibly eliminates the fault lights." Less than two years later, SAIC-GM-Wuling issued another recall notice for the same problem. Some industry insiders questioned: "Baojun 560 has been recalled many times due to the same hidden danger, and consumers believe that the improvement measures of the recall have no substantial effect. Has the company encountered a problem that it cannot solve at all?" As the first compact SUV of Baojun brand, Baojun 560 was launched in July 2015. At that time, with its low price, Baojun 560 quickly became a "dark horse" in the market and was once nicknamed "magic car" by car owners. Data shows that the sales volume of Baojun 560 reached 9,158 units in the month of its launch; the sales volume continued to rise, and by March 2016, its sales volume reached 42,077 units. The company even vowed to challenge the championship status of Haval H6. But the good times didn’t last long. In March 2018, the Baojun 560, which had been on the market for less than three years, suddenly stopped production, with sales volume fixed at 610,000 units. In sharp contrast to the disappearance of the product and sales, consumers complained about the failure of the Baojun 560 DCT gearbox. Not only the Baojun 560, but also some consumers reported that the Baojun 330, 610, and 630, which had been discontinued in recent years, seemed to have "unspeakable secrets"... SAIC-GM-Wuling has always turned a deaf ear to consumers’ complaints and rights protection. It was not until the Baojun 560 was exposed by CCTV’s “3.15 Evening Party” that SAIC-GM-Wuling hastily stated: “We promise to be responsible for the product quality problems encountered by users at all costs.” However, in the actual implementation process, what did SAIC-GM-Wuling and its dealers do? A netizen on a car forum said, "The gearbox of my car (Baojun 560) broke down again. I replaced the gearbox after about 15,000 kilometers, and now it broke down again after 28,000 kilometers. The manufacturer asked me to pay extra money to buy a new car." A netizen from Handan revealed, "The gearbox has broken down again (for the third time)...The last time the vehicles were recalled, the number of (replacements, returns) was not enough, but this time it is enough, we request (replacement, return)...The manufacturer asked us to go home and wait for a reply." Another Luohe netizen said bluntly, "My (Baojun 560) broke down again after the recall, and we haven't found a solution at all. I have to pay more than 40,000 yuan in compensation to return the car. Do I have to pay compensation for selling a car with design defects? The manufacturer has no loss at all for the 60,000 yuan car (minus the compensation I paid myself)." According to Article 20 of the "Regulations on the Responsibility for Repair, Replacement and Return of Household Automobile Products" (commonly known as "Three Guarantees for Automobiles") issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China: During the validity period of the Three Guarantees for household automobile products, if the replacement and return conditions of these regulations are met, consumers can have the seller replace or return the products by presenting the Three Guarantees certificate, car purchase invoice, etc. Applicable terms include: after the engine or transmission has been replaced twice cumulatively, or the same main part of the engine or transmission cannot be used normally after being replaced twice due to quality problems. According to the "Three Guarantees" regulations, SAIC-GM-Wuling should take the initiative to fulfill its obligation to replace or return defective products with transmission failures more than twice. However, SAIC-GM-Wuling, which always talks about "the people" and often promotes itself by saying "Wuling produces what the people need", has been perfunctory about the solution to the transmission failure and the consumer's request to return the car, while strongly recommending that car owners pay for the replacement of the problematic vehicle. The result is that car owners are repeatedly trapped in the dilemma of fruitless repairs and nowhere to complain. So, if the gearbox failure has not been resolved, who will ensure the safety of many Baojun 560 owners? Who will pay for the losses and damages caused? If the problem that was not solved by CCTV's "3.15 Gala" last year is still not solved this year, which year's "3.15" will it be left for?
