On December 19, according to the website of the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology recently issued the "Notice on APPs that Infringe User Rights and Interests (First Batch)", among which 41 products including Tencent QQ, QQ Reading, Sina Sports, Sohu News, and 36Kr were listed.

According to the requirements of the "Notice of the Ministry of Industry and Information Technology on Carrying out Special Rectification of APP Infringement of User Rights", the Ministry of Industry and Information Technology has steadily promoted the special rectification action of APP infringement of user rights according to plan and in stages. The special action has received widespread attention from the society and high attention from relevant enterprises, and has achieved positive results in strengthening the protection of user personal information. During the self-examination and self-correction stage, more than 8,000 APPs completed rectification. During the supervision and inspection stage, the Ministry of Industry and Information Technology organized third-party testing agencies to inspect APPs in major application stores and urged more than 100 companies with problems to rectify.

As of now, there are still 41 apps that have violated regulations in collecting and using user personal information, unreasonably requesting user permissions, and setting obstacles for user account cancellation (see attachment for details), and have not yet completed rectification. The above apps should complete the rectification work before December 31. If they fail to do so within the deadline, the Ministry of Industry and Information Technology will organize relevant disposal work in accordance with laws and regulations.

According to the notice, Tencent QQ was named for three reasons: first, it forces users to use the targeted push function; second, it does not allow users to use it without permission; and third, it makes it difficult to cancel an account.

But in fact, it is very common in the industry for apps to ask users for open permissions without restraint. Users either accept these unreasonable permission requests or simply don't use them, but relevant governance has been difficult to implement.
