On February 25, the Hubei Provincial Novel Coronavirus Pneumonia Epidemic Prevention and Control Command issued a notice stating that local governments and relevant parties will provide relief services to non-local people who are stranded in Hubei due to the control of channels leaving Hubei and have difficulties in life (hereinafter referred to as non-local people stranded in Hubei).

In order to effectively provide services and support for people from outside Hubei who are stranded in Hubei during the COVID-19 epidemic prevention and control period, the following matters are hereby notified:

1. The local government and relevant parties will provide assistance services to non-local people who are stranded in Hubei due to the control of channels leaving Hubei and have difficulties in life (hereinafter referred to as non-local people stranded in Hubei).

2. Non-local people stranded in Hubei can report their difficulties and demands through the 12345 service hotline, Hubei Provincial Government Service Network, Hubei Huiban APP and other platforms, and each service platform will promptly transfer them to relevant parties for processing.

3. For those who are employed or studying in Hubei, their units and schools will provide necessary living security. For freelance workers or those who are stranded due to business trips, visiting relatives, friends, vacations, etc., the community (village) where they currently live will promptly understand their difficulties and actively coordinate to resolve them. For those who wish to work and have passed health checks and medical observation, the human resources and social security department will organize employment demand matching and provide employment services. For people in urgent need of medical assistance, the health department will coordinate with medical institutions to provide timely treatment. For those who have no place to live and are in real difficulty, local governments will set up centralized resettlement sites to provide basic living guarantees such as food, accommodation, and medical care.

4.
