1. Jiangsu's latest policy document on maternity leave 2022

On March 1, 2022, the General Office of the Jiangsu Provincial Committee of the Communist Party of China announced a notice on the implementation plan for optimizing fertility policies and promoting long-term balanced population development. The fourth point in the third point of the document proposed to improve the maternity leave system. On the basis of enjoying the maternity leave stipulated by the state, the woman’s maternity leave will be extended by 60 days to 158 days. 1. First, implement the three-child policy

Implement the newly revised "Population and Family Planning Law of the People's Republic of China" and "Population and Family Planning Regulations of Jiangsu Province", advocate marriage and childbearing at appropriate age, eugenics and good parenting, and implement the three-child birth policy. Strengthen policy interpretation, implement supporting policy measures, and make good policy connections to ensure policy implementation.

2. Second, cancel the social maintenance fee

Abolish relevant penalty regulations, promptly clean up relevant regulations that are inconsistent with the three-child policy, and completely decouple household registration, school enrollment, employment, etc. from personal fertility status. Implement local responsibilities, properly handle historical issues in accordance with laws and regulations, and safeguard the legitimate rights and interests of the people.

3. Third, vigorously develop universal childcare

Incorporate universal childcare services into the public service system and government livelihood issues. Actively promote the policy of one street, one township and one universal childcare institution to expand the coverage of universal childcare institutions. We will give full play to the leading and driving role of central investment projects and provincial universal demonstration projects, encourage state-owned enterprises and other entities to actively participate in the construction of a universal childcare service system, support social forces in providing universal childcare services, and provide the society with convenient, accessible, affordable and quality-assured childcare services.

4. Fourth, improve the maternity leave system

Strictly implement maternity leave, nursing leave, breastfeeding leave and other systems to protect the legal rights and interests of women giving birth to take leave. For couples who give birth to children in accordance with the policy requirements, the woman's maternity leave will be extended by 60 days to 158 days on top of the maternity leave stipulated by the state, and the man will enjoy 15 days of nursing leave. Promote the implementation of the parental childcare leave system, whereby both husband and wife will enjoy 10 days of childcare leave each year before their child is 3 years old.

5. Fifth, strengthen fiscal and taxation support policies

Actively implement the national tax support policies to optimize fertility-related issues. Reduce or exempt fees for admission to daycare centers, kindergartens, and schools for families in financial difficulties. Regions with conditions can reduce the burden of raising children on families by issuing coupons for infant and child care services.

6. Sixth, strengthen housing support policies

When allocating public rental housing, local governments can give appropriate consideration to families with minor children who meet local housing security conditions in terms of housing type selection, etc. based on the number of minor children. Local governments can study and formulate differentiated preferential policies for renting and purchasing houses based on the burden of raising minor children.

2. When will Jiangsu’s 158-day maternity leave be implemented in 2022?

Jiangsu's 158-day maternity leave will be implemented from February 10, 2022. Since Jiangsu Province's Implementation Plan for Optimizing Birth Policies and Promoting Long-term Balanced Population Development was issued on this day, the document will be implemented at this time. Therefore, friends who pay five social insurances in Jiangsu Province have started to enjoy the extended maternity leave policy since February 10.
