High-level scientific and technological self-reliance is inseparable from original innovation. Real original innovation comes from basic research, and reliable data resources are an important support for basic research and original innovation. Whoever controls the data resources controls the initiative of original innovation and the strategic opportunity for scientific and technological innovation.

"Whoever can grasp the development opportunities of new economies such as big data and artificial intelligence will have grasped the pulse of the times." The General Secretary has always attached great importance to the development of informatization and the construction of big data. In the field of food safety, how to firmly grasp the "time" and "trend" of the information revolution, and in terms of risk supervision, how to do a good job in building an independent database and mining, sharing and utilizing data resources have become major needs to improve the level of food safety supervision and ensure the sustainable development of the food industry. To this end, we should give priority to the construction of basic data such as the pesticide chromatography-mass spectrometry standard reference database, the pesticide chemical pollutant residue database, and the national basic research data resource library.

Standard reference data (RSD) is an important strategic data element and has been listed as a strategic resource by the United States, Russia, South Korea and other countries. To obtain pesticide chromatography-mass spectrometry standard reference data that is closely related to food safety, my country currently relies mainly on the US NIST database, Wiley database, etc., and has not yet independently built an authoritative RSD database. Therefore, it is necessary to establish an independent and authoritative pesticide chromatography-mass spectrometry standard reference database in my country, develop evaluation standards and management methods for standard reference data, realize the integration, co-construction, open sharing, and efficient application of data, and lay the foundation for the development of food safety supervision technologies, methods and standards.

The United States has successively implemented the National Residue Monitoring Program, the Pesticide Residue Monitoring Program and the Pesticide Residue Data Program, and established a pesticide chemical contaminant residue database. The implementation of the EU Community Pesticide Residue Monitoring Program and Japan's Positive List System has reduced the level of pesticide residues in food and played a major role in food safety supervision. Based on this, we urgently need to establish a pesticide chemical contaminant residue database and conduct a background survey of risk substances such as pesticide chemical contaminants in large samples of agricultural products and foods, so as to provide strong technical and data support for the identification, early warning, traceability, precise law enforcement and regulatory decision-making of safety risks such as pesticide residues.

Whoever controls the data resources controls the initiative. In order to better lay a solid foundation for scientific and technological self-reliance in the field of food safety, we need to strengthen the open sharing of data resources. At the same time, the establishment of a national basic research data resource library, such as the Food Microbiological Safety Science Database, the Omics-based Foodborne Pathogenic Microorganism Database, the Economic Interest-Driven Food Adulteration Database, the Food Basic Nutrients and Functional Active Substances Database, etc., is of great significance to improving my country's food safety governance capabilities and promoting the modernization of the governance system. From a technical point of view, the existing databases in the field of food safety should be unified in standards, software, and interfaces, and dynamically updated to ensure the timeliness of data and realize the sharing, upgrading and transformation of database information. In terms of data sharing legislation and rights and interests distribution mechanism, top-level design and long-term planning are more needed.
