1. The latest policy of Beijing passenger car quota in 2022

On May 7, the Beijing Municipal People's Government website issued a notice on the "Beijing Municipal Transportation Development and Construction Plan for the 14th Five-Year Plan Period", which mentioned:

1. To strengthen the management of car ownership and use, reduce the intensity of passenger car travel, strengthen the management of multiple cars under one person's name, and promote the orderly withdrawal of the second and subsequent passenger cars registered in the city under the name of an individual, by 2025, the city's passenger car ownership will be controlled within 5.8 million.

2. Beijing will continue to optimize its transportation structure and regulate transportation demand in terms of methods. Strengthen the management of car ownership and use, and reduce the intensity of private car travel. Regulate the number of passenger cars, gradually increase the proportion of new energy indicators, and give priority to allocating passenger car indicators to car-free families.

3. Continue to strengthen the management of motor vehicle traffic, implement restrictions on vehicles entering Beijing from other places and a city-wide ban on National III diesel trucks, implement regional traffic restrictions during peak hours on weekdays, strengthen the management of illegal electric three- and four-wheeled vehicles, implement a policy of giving priority to new energy logistics and distribution vehicles, and study new traffic management measures in a timely manner. Accelerate the transformation of passenger car management from purchase management to use management, and use science and technology, economic, legal, administrative and other means to strengthen parking management in residential areas and units on the basis of managing road parking well. Take comprehensive measures and use static management to control dynamics to regulate the demand for passenger car use and reduce the intensity of passenger car use.

2. How many personal new energy indicators will Beijing have in 2022?

According to the Beijing Passenger Car Index Office, in accordance with the State Council's "Notice on Issuing an Action Plan for Carbon Peaking Before 2030", the "Beijing Ecological and Environmental Protection Plan for the 14th Five-Year Plan Period" on the promotion and application of new energy vehicles and the "Beijing 2021 New Energy Vehicle Promotion and Application Work Plan", the requirements for increasing the proportion of new energy vehicles in the new passenger car index by 2022 are studied. In order to control exhaust pollution from fuel vehicles and improve the air quality in the capital, and taking into account the rapid progress of technologies such as new energy vehicle batteries and the increase in cruising range, the quota of ordinary indexes will be reduced from 40,000 in 2021 to 30,000 in 2022, and the quota of new energy indexes will be increased from 60,000 to 70,000.

III. Beijing passenger car quota allocation ratio in 2022

1. Ordinary passenger car indicators

The total number of family and individual quotas is 28,600, and families and individuals will be drawn from the same pool; the number of unit quotas is 1,200; and the number of operating passenger car quotas is 200.

2. New energy passenger car indicators

The total number of family and individual indicator quotas is 63,600, of which 44,520 are family indicator quotas, accounting for 70%; and 19,080 are individual indicator quotas, accounting for 30%; the number of unit indicator quotas is 3,600; and the number of operating indicator quotas is 2,800.

In general, Beijing's second and above passenger cars will be phased out in 2022, and new energy indicators will be gradually increased.
