Chutian Metropolis Daily, March 16 (Reporter Gao Wei) On the 16th, the reporter learned from the Jingzhou Municipal New Coronavirus Pneumonia Epidemic Prevention and Control Command that according to the spirit of the relevant notice of the Provincial Command, combined with the updated city and county epidemic risk levels released by the Provincial Center for Disease Control and Prevention, Jingzhou City has announced the following matters regarding the coordinated promotion of epidemic prevention and control in the central urban area, the resumption of work and production of enterprises, and the safe flow of personnel:

The blockade of residential areas in Jingzhou, Hubei Province will be lifted from 17th, and all checkpoints in the central urban area will be removed

1. All existing traffic checkpoints in the central urban area will be removed, and normal traffic order will be restored. Motor vehicles, electric vehicles, and bicycles will pass in an orderly manner with a green health code or health certificate, and vehicle passes will no longer be required. Traffic checkpoints at the city’s borders will continue to be retained and strictly controlled.

2. The resumption of work and production of industrial enterprises, finance and insurance, electric power and telecommunications, farmers' markets, ports and freight stations, and construction projects that mainly involve outdoor operations shall be handled in accordance with the relevant provisions of Announcement No. 16 of the Municipal Command. Cinemas, theaters, chess and card rooms, game halls, bookstores, Internet cafes, dance halls, bars, KTVs, public baths, foot massage shops, beauty salons, gyms, training institutions, dine-in restaurants, etc., which have a high density of people and are relatively closed, are not allowed to resume work and production before the epidemic is lifted. Market entities that are not included in the above restriction list can resume work and production in an orderly manner on the premise of implementing prevention and control measures, and the local streets (townships, parks) and industry regulatory departments will be responsible for supervision and management.

3. The closed control status of the residential area will be lifted in an orderly manner. Residents can enter and exit the residential area at different times and in staggered hours. They are required to wear masks when going out, avoid crowding, visiting other people's homes, or having dinner parties. They must strictly register, verify codes (certificates), or have their temperature taken when entering and leaving the residential area and units. The daily management and control of the community is undertaken by the local street office (township), community (unit), and property management company.

4. People returning to Jing from abroad must proactively report to their street office (township), community (village) and be quarantined for 14 days in accordance with relevant regulations.

5. Strengthen the connection and communication with the governments and enterprises of the receiving areas, adopt a "point-to-point, one-stop" approach, and promote the safe and orderly return of people stranded in Jing to their hometowns, jobs and other places. We will continue to implement strict control on the Jingli-E channel in accordance with the requirements of the provincial command.

6. This notice shall take effect from 0:00 on March 17, 2020. In case of any conflict between the original notice and this notice, this notice shall prevail.
